    As a Director for Strategy, Plans, and Resources at the ES-0340-00 some of your typical work assignments may include:

    • Exercises full management authority for long-range planning, goal setting and evaluation of the strategic goals for national missile defense for MDA and the Department.
    • Responsible for aligning, controlling, and directing resources to meet unpredictable or changing situations.
    • Directs, coordinates, and manages the full range of engagements with Congress to include preparing the Director, MDA for Congressional testimony and meetings to include the Government Accountability Office (GAO), Congressional Budget Office (CBO), Congressional Research Service (CRS), and House Surveys and Investigations (HACS&I).
    • Ensures accuracy of information provided to the Department, Congress and external organizations by MDA to include the Comptroller/Chief Financial Officer, contracting, engineering, technology, programs. Ensures that all Congressional engagements are consistent with Executive branch guidance, the DoD, and MDA's mission.
    • Presents and defends the Agency's budget to the Services, Office of the Secretary of Defense, Office of Management and Budget, GAO, Congress and the Media.
    • Considers the worldwide situational environment and along with other MDA executive leadership, assesses the impact on future missile defense resource requirements. Consults and coordinates with military services and DoD organizations, other elements of the Executive branch and within Congress to prioritize MDA resources to support national policy.
    • With the subordinate Comptroller, Chief Financial Officer (C/CFO) senior executive, leads, guides, directs and sets strategic vision, policy and processes for successful cradle to grave financial management, budgeting and financial execution of all missile defense programs and $10B budget per fiscal year. Provides oversight of all financial management policies, procedures, and programs to include budgeting, programming, accounting, funds control reporting and disbursement of Agency funds.
    • Oversees and manages Agency efforts in support of the Office of the Secretary of Defense Comptroller and CAPE, budget review process, and the MDA Programming, Planning, Budget and Execution Program, the development of MDA's future year defense plan, the Agency's Program Objective Memorandum and assumes oversight responsibility for the MDA Budget Estimate Submission (BES) and the President's Budget.
    • Responsible and accountable for assigned programs to include development, documentation, and operation of both internal and external processes and administrative controls. Controls are to ensure financial integrity is considered at each step in the procurement process and obligation costs are properly authorized and recorded. Internal controls assure revenue and expenditures are properly recorded and are accounted for, permitting preparation of sound and reliable financial audits and inventory reports.
    • Oversees and manages Agency efforts, policies and strategies to ensure successful Agency financial audit outcomes. Ensure accurate annual financial statements and property accountability in coordination with Agency Programs, contractual alignment with the Director for Acquisition, and legal requirements through the General Counsel.
    • Leads, guides, directs and sets strategic vision, policy and processes for all missile defense program cost estimating. Ensures quality, timely and appropriate cost estimates, joint Service cost estimates and OSD CAPE Independent Cost Estimates for Agency programs within Congressional, GAO and OSD standards.
    • Oversees Agency Workforce Human Capital Management planning and execution.
    • Responsible for ensuring a successful, professional culture of excellence across the entire Agency.
    • Manages and directs allocation of resources for development of strategic major weapons acquisition policies and practices necessary to direct and provide financial planning, forecasting, investment analyses, management, administration and evaluation for a complex military weapons development and acquisition program(s).
    • Oversees the development and implementation of Human Resources policies, procedures, and processes throughout the organization. Ensures staff interpret DoD and other Federal regulations, guidance, and policies appropriately to determine the impact on all facets of the Human Resources program. Directs analysis and evaluation of current Human Resources policies to develop alternative solutions to resolve problems or issues.
    • Serves on the Agency's Facilities Panel, responsible for planning and sustaining MDA's worldwide operational, lab, testing, support and administrative facilities valued at over $2 billion.

    Qualifications

    PROFESSIONAL/MANDATORY TECHNICAL QUALIFICATIONS
    • Expert knowledge and demonstrated experience to provide policy oversight for the successful execution of Missile Defense Systems or an equivalent large scale weapons system programs.
    • Extensive experience and expertise in program budget formulation, defense and execution to include all phases of the Planning, Programming, Budgeting and Execution System cycle or equivalent large scale budgeting system.
    • Demonstrated ability to effectively lead, manage and direct a comparably large-sized organization of professional and technical experts in the successful accomplishment of diverse programmatic, business, financial, and human resource management functions. Must have demonstrated experience in organizational administration, oversight of subordinate organizations, and coordination and interaction of activities with a wide variety of Federal and private organizations.
    Failure to meet any one of the technical qualifications requirements automatically disqualifies an applicant.

    MANDATORY EXECUTIVE CORE QUALIFICATIONS

    ECQ 4 - BUSINESS ACUMEN: This core qualification involves the ability to manage human, financial, and information resources strategically.

    ECQ 5 - BUILDING COALITIONS: This core qualification involves the ability to build coalitions internally and with other federal agencies, state and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

    Background Investigation: This position is designated as critical sensitive and requires that a background investigation be conducted and favorably adjudicated in order to establish eligibility for appropriate security clearances.

    Financial Disclosure: Senior Executives are required to comply with the provisions of the Ethics in Government Act, PL 95-521, which requires the submission of a financial disclosure statement (OGE-278), upon assuming an SES position. This must be submitted annually and upon termination of employment.

    Acquisition Certification:

    • This is a Critical Acquisition Position (CAP). Unless specially waived by the appropriate official, the following are statutory mandated requirements:
      • Selectee must execute, as a condition appointment, a written agreement to remain in Federal Service in the position for at least three years. In signing such agreement, the employee does not forfeit any employment rights, nor does such an agreement alter any other terms or conditions of employment.
    This critical acquisition position requires Program Management or Financial Management, Advanced acquisition certification. The incumbent has 48 months to achieve this certification.
    • This is a Key Leadership Position (KLP) and selectees must have an Acquisition Category I (ACAT I) certification and meet all other KLP requirements prior to entering the position in accordance with Department of Defense Instructions (DoDI) 5000.66, Change 3. Any Deviation from KLP requirements can only be waived by the Service or Component Acquisition Executive.
    • This position requires a 3-year tenure agreement. Must sign DD Form 2889 (Critical Acquisition Position (CAP) Service Agreement Key Leadership Position (KLP) and execute, as a condition of employment, a written tenure agreement.
    • Must have completed at least one DAU 4000 Level Acquisition Course.

    The incumbent must complete 80 Continuous Learning Points (CLPs) every two years.

    Travel to national and international locations may be required.
