Appraiser (Commercial Real Estate) conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Appraiser (Commercial Real Estate) performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Appraiser (Commercial Real Estate) uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Appraiser (Commercial Real Estate) work is highly independent. May assume a team lead role for the work group. A specialist on complex technical and business matters.     POSITION SUMMARY

    Under the general supervision of the Chief Commercial Appraiser performs difficult technical work appraising for assessment and tax purposes.

    ESSENTIAL DUTIES

    • Appraises commercial, residential, farm and undeveloped real estate. Maintains records and files; prepares accurate reports.
    • Analyzes factors which tend to influence the value and exercises judgment in the determination of values.
    • Measures and lists new construction, new and old buildings, additions, alterations, upgrading and repairs of buildings.
    • Inspects and records construction features and details, type/category, quality, condition and market appeal as they relate to and impact value and general property descriptions.
    • Creates sketches of existing buildings; updates computer database with information obtained from field inspection of properties and creates, modifies and maintains permanent records on individual properties.
    • Utilizes construction cost tables, income and expense information, property sales and valuation techniques to make value decisions; completes appropriate records and inputs information into computer.
    • Establishes, consults, maintains effective working relationships with associates, managers, general public and property owners relating to tax matters.
    • Researches, assembles and categorizes various sales data, construction cost data, income and expense data and other information relating to real estate.
    • Prepares for appeals; makes field inspections on and analyzes appeals/valuation on properties being appealed.
    • Prepares appraisal reports for appeal hearings; testifies at hearings and court as required including editing various reports and printouts for accuracy.
    • Performs related tasks as required.

    KNOWLEDGE, SKILLS AND ABILITIES

    Must be able to use and interpret real estate and appraisal terminology.

    Must have thorough knowledge of the principles and practices of real property appraising for assessment purposes; thorough knowledge of the state laws relating to real property assessing.

    Must be able to exert up to 20 pounds of force occasionally, up to 10 pounds of force frequently, and a negligible amount of force to constantly move objects. Must be physically able to operate a variety of machinery and office equipment including an automobile, calculator, fax, computer, copier, telephone, printer, etc.

    EDUCATION AND EXPERIENCE

    Required

    High School diploma or GED and experience equivalent to graduation from accredited community college with course work in business administration or related field.

    Must have 18 months of commercial real property appraisal and experience in presenting & defending real estate appraisals before boards or judges.

    Preferred

    Bachelor’s degree from an accredited college or university with course work in business administration or related field.

    Two or more years extensive experience in commercial real property appraisal and considerable experience in presenting & defending real estate appraisals before appellate boards or judges.

    LICENSE OR CERTIFICATION REQUIREMENTS

    • Required valid driver’s license issued in South Carolina.
    • Must possess Certified General Appraiser license issued by the South Carolina Real Estate Appraisal Board.

    Job Type: Full-time

    Pay: $47,911.00 - $61,086.00 per year
