North Carolina Agricultural and Technical State University (N.C. A&T) seeks a dynamic individual with a strong combination of leadership and technology skills as the next Associate Vice Chancellor for Information Technology and Deputy Chief Information Officer (Deputy CIO). N.C. A&T has a rich technology environment with a large and growing $150 million research program and plans to become a Carnegie R1 (very high research) institution in the near future. 

    The Deputy CIO will play a critical role in the expansion of the university’s technology infrastructure and support of the transition to R1 status. The Deputy CIO works with university leaders to prioritize projects and allocate resources, providing technical expertise in the areas of planning, infrastructure, and information security. The position leads critical areas of information technology, including infrastructure operations, major technology initiatives, technology evaluation, business continuity and disaster recovery efforts, support for research and high-performance systems, and integration of information security throughout the university’s infrastructure. 

    This is a senior position on the staff of the Vice Chancellor for Information Technology and Chief Information Officer (CIO) and works closely with other IT leaders to develop the division of Information Technology and efficiently meet the needs of the faculty, staff, and students. The Deputy CIO leads the division in the CIO’s absence and oversees the departments of Enterprise Endpoint Management and Network and System Administration.

    ESSENTIAL DUTIES AND RESPONSIBILITIES
    • Leadership (35%) – The Deputy CIO leads development of the university’s technology infrastructure and oversees two departments. This position participates in developing and implementing major initiatives, provides technical expertise during strategic planning, and works with IT governance committees to identify goals and prioritize projects. The position coordinates with distributed IT units to align efforts and avoid duplicate services. The position assists the CIO in managing the division, service quality, operational effectiveness, and fostering key vendor relations. The Deputy CIO serves as the second in command for the division, leads the division in the absence of the CIO, and represents the CIO on institutional, system or state-level committees as assigned.  
    • Research and High-Performance Technology Management (15%) – The Deputy CIO leads the development of emerging ITS services supporting research and high-performance computing systems. This position integrates research equipment into the university’s network while maintaining compliance with standards such as ISO 27002 and NIST SP 800-171. The Deputy CIO provides technology management services to research systems, provides support, guidance, and training for faculty, graduate students, and distributed IT staff who manage additional systems, and  supports faculty by providing technical expertise in the development of research proposals, data management plans, and the selection of computer and storage options. This position will address developing requirements, such as the need for Cybersecurity Maturity Model Certification (CMMC), as the university’s research program continues to expand. 
    • Operations and Service Management (10%) – The Deputy CIO guides the infrastructure operations and service management functions of the division. This position ensures that service obligations and objectives are met, that university policies, standards and best practices are observed, and that operations are carried out efficiently. 
    • Information Security (10%) – The Deputy CIO provides technical leadership and expertise to support the integration of security in information technology systems. This position ensures that infrastructure, cloud environments, and endpoints are configured and deployed following federal, state and university regulations, policies and standards, and that information security considerations are included in all aspects of planning, implementation, and evaluation.
    • Additional Duties (30%) – The Deputy CIO monitors and analyzes technology trends and advancements, evaluates technology solutions, and works with other university administrators to select solutions that meet university needs. The position leads business continuity and disaster recovery efforts of the division in coordination with and support of university business continuity and disaster recovery plans. The Deputy CIO provides technical leadership and expertise in support of technology security incident response and management. The position participates in planning for new buildings or renovations and leads the technological aspects of said planning. The Deputy CIO fosters a positive culture of proactive leadership and engaged participation at all levels of the division. This position supports other leaders in ITS by providing technical expertise as needed. The Deputy CIO may be asked to review legal agreements and assist in the acquisition of technology as needed. Additional duties may be assigned to meet the needs of the university or the division.

    MINIMUM QUALIFICATIONS
    • Master’s degree in Computer Science, Information Technology, or a related field and six years of experience in technical management in a higher education or similar environment directly related to the duties and responsibilities of the position including significant technical knowledge of networking, systems, applications, security, business continuity, and disaster recovery

    • Bachelor’s degree in Computer Science, Information Technology, or a related field and eight years of experience in technical management in a higher education or similar environment directly related to the duties and responsibilities of the position including significant technical knowledge of networking, systems, applications, security, business continuity, and disaster recovery.
     
    • Knowledge of the current and developing strategic information technology requirements of a major research university.
    • Extensive demonstrated experience in the monitoring, management, oversight, and strategic expansion of communications, system infrastructures, and advanced network topologies in a higher education or research setting.
    • Extensive experience in deploying and implementing secure enterprise technology systems in a complex environment that provides resilient and highly available services.
    • Experience in cloud or shared technology deployments among multiple institutions.
    • Proven experience in leading multiple large units as part of a larger complex and diverse organization and in fostering a positive team-spirited technology culture in a higher education environment.
    • Demonstrated experience in service development, deployment, and management.
    • Experience in the development of strategic and operational plans, and development of project goals and objectives.
    • Ability to provide effective and appropriate strategic guidance and counsel to clients in the assessment and development of technology systems and solutions.
    • Knowledge of university budget management and ability to identify and secure alternative funding sources.
    • Knowledge of financial and business analysis techniques.
    • Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community.
    • Skill in effectively organizing resources and establishing priorities.
    • Ability to develop and evaluate requests for proposals for leading-edge information services technology.
    PREFERRED QUALIFICATIONS
    • An advanced degree in Cybersecurity, Computer Science, Information Technology, or a related field with ten years’ experience.
    • Experience in the use, management, and support of high-performance and research systems.
    • Experience with external security audits or assessments.
    • Experience with management of diverse staff.

    Purpose of the Division

    Information Technology Services (ITS) strengthens and supports the university’s mission of teaching, research, and scholarly application of knowledge by providing the information technology infrastructure, software, hardware, and support to achieve the university’s strategic goals. ITS is comprised of nine departments which work with the university community to provide the information technology support and services required to realize operational excellence, integrate advanced technology, and create efficient and effective technology solutions.

    The university operates a wide array of technology systems that support its various academic, research, business, and outreach activities. These systems range from large supercomputers and clusters that support research to laptops used by employees and students to tiny computers embedded in cameras, door locks, and appliances. They include a great number of computers used for research purposes on subjects such as the operation of autonomous vehicles, the security of Internet of Things (IoT) systems, the application of nanoengineering to the needs of the military, and modular modeling to identify new pharmaceuticals. In recent years, the campus has begun conducting research producing controlled unclassified data and has increased its annual research awards to over $142 million as it progresses towards the goal of becoming an R1 university. Many of these systems are located on campus or in off-campus sites in Greensboro and around the state. Others are in commercial cloud environments or are hosted by a vendor in other locations. 

    All these systems depend on the university’s technology infrastructure. At the same time, the university must comply with a broad array of federal and state regulations as well as federal and international standards. Many of these have requirements around the management and security of technology. The university must have a leader focused on the efficient operation, development, and security of that infrastructure to meet its strategic goals and objectives.
