Associate Human Resources Director directs the human resources staff that implement and manage policies and programs that reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Job Summary: Responsible for overseeing all human resources issues including staffing, staff relations, orientation and development, compensation and benefits. Develops and recommends human resources practices and procedures that assist in the growth of the facility. Ensures compliance with federal, state, and local laws and regulations. Participates in performance improvement and continuous quality improvement (CQI) activities.
DUTIES AND RESPONSIBILITIES:

Assists with development of budget that is cost-effective for the Human Resources Department.
Develops and evaluates recruiting resources and strategies.

Analyzes relevant market factors, including compensation packages, shift differential and sign on bonuses.
Works with Administration to determine salaries, compensation issues and other human resources policies and procedures.
Develops and maintains a list of job descriptions for the facility.
Interviews and refers qualified applicants to department managers.
Contacts in-house applicants and reviews each applicant's qualifications.
Performs reference checks.
Coordinates with Employee Health on pre-employment drug screens and physicals.
Performs Licensure verification as required.
Completes employment paperwork with new employees on or before first day of employment.
Completes general orientation with new employees as required per policy.
Reviews benefits with all new employees; answers ongoing benefit questions. Serves as liaison between staff and benefit plan(s); assists in resolving benefit problems.
Conducts exit interviews; provides summaries to department managers.
Seeks legal opinions when confronted with unusual, complex situations; termination of employment.
Explains/provides termination information, answers questions.
Represents the facility at legal proceedings as a part of a team.
Maintains thorough documentation.
Uses accurate, clear and concise oral and written communication.

Develops annual budget for Administrative approval.
Attends facility meetings, prepares reports and analyzes and provides recommendations in a timely and accurate manner.
Responsible for performance improvement activities in the department.
Interacts with department directors/managers on a wide range of staff performance issues, evaluations.
Reviews all terminations and written disciplinary actions before they are carried out to ensure the facility's policies and procedures are met.
Mediates conflicts between employees and management to resolve misunderstanding, facilitate communication to promote effective working relationships.
Reviews and approves leaves of absence requests; reviews part-time schedule requests.
Directs the maintenance of personnel records and benefit program records on all facility personnel.
Manages various areas of benefits and compensation; health insurance, wage hour rules, cafeteria plan.
Serves as a liaison and resource person between Human Resources and benefit plan administration.
Coordinates required annual education for staff.
