Biomedical Engineering Director directs and coordinates biomedical equipment service operations that provide lifecycle management of biomedical clinical and research equipment including safety testing, repair, maintenance, and user support. Establishes standards and procedures for equipment maintenance, testing, calibration, documentation, and inventory processes. Being a Biomedical Engineering Director provides technical leadership and develops applicable training and resources for medical staff to ensure correct and safe operations of all equipment and devices. Works with vendors to maintain up-to-date information about new products and equipment upgrades. Additionally, Biomedical Engineering Director supports the equipment needs of all specialty areas including Radiology, Clinical Pathology, Cardiology, Respiratory Therapy, and others. Requires a bachelor's degree. Typically reports to a director or head of a unit/department. The Biomedical Engineering Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Biomedical Engineering Director typically requires 3+ years of managerial experience.     General Purpose
    Responsible for providing management, supervision, and support of all engineering and
    construction functions and staff related to planning, design, installation, location and
    recording of water and sewer systems

    Essential Duties and Responsibilities
    • Direct the planning, coordination and resource management for engineering,

    construction, Distribution maintenance, and cross connection projects.
    • Prepares and approves performance evaluations on subordinate employees in
    Engineering and Construction Department.
    • Interviews and makes hiring recommendations for subordinate positions in the
    department
    • Provides written recommendations that are given particular weight for all
    promotions, merit increases, bonuses, or terminations of subordinate employees.
    • Trains, supervises, and disciplines employees in the performance of their duties
    • Reads and interprets drawings.
    • Ability to design and construct new or repaired water and wastewater systems.
    • Assist Finance Director in managing project finances to comply with Federal Single
    Audit Act requirements.
    • Assists in construction inspection.
    • Supervise project review and extension policy administration.
    • Investigates complaints from customers.
    • Supervises review of approvals of specifications and plans to ensure that
    appropriate standards are met.
    • Ensures compliance with all EPA, DHEC, and OSHA rules, regulations, and
    procedures.
    • Ensures that all District policies and procedures are followed.
    • Plans, schedules, directs, and supervises the work of staff members to maximize
    operational efficiency.
    • Studies and standardizes procedures to improve efficiency of subordinates.
    • Administers engineering consulting services agreements.
    • Supervises and coordinates with consultants and contractors during construction

    projects

    • Writes and maintains departmental reports, records, and correspondence necessary
    for project management.
    • Direct the orderly transfer of water/wastewater systems recently constructed to the
    appropriate operating departments.
    • Direct the updating of the District utility design specifications.
    • Prepares annual budget requests for Engineering and Construction.
    • Administers department’s purchasing function.
    • Conducts strategic planning for the department.
    • Is available for on-call duties after normal working hours and to attend public and
    Board of Directors meetings as required.
    • Coordinates major capital improvement projects with other departments.
    • Performs all duties in conformance to appropriate safety and security standards.
    • Provide management and supervision for new capital projects including funding
    request.
    • Direct engineering consultants retained by the District for projects, studies, planning
    and Construction administration.
    • Update Utility master plan as needed.
    • Compare County’s comprehensive plan with the District’s utility master plan for

    planning future utility construction.

    Other Duties and Responsibilities
    • May perform portions of the work of higher classified positions, occasionally, as

    assigned.
    • Serves on various committees, as assigned.
    • Performs related duties as assigned.

    Required Knowledge, Skills and Abilities
    • Knowledge of database design concepts; GIS and AutoCAD, hydraulic computer

    modeling programs and other PC software include Windows, word processing, and
    spreadsheets

    • Thorough knowledge of engineering practices, principals, and methods.
    • Thorough knowledge of applicable county, state, and federal regulations affecting
    District activities.
    • Considerable skill in arriving at cost estimates on complex projects
    • Ability to communicate effectively verbally and in writing with employees,
    consultants, governmental agency representatives, and the general public.
    • Ability to conduct necessary engineering research and compile comprehensive
    reports
    • Ability to establish and maintain effective working relationships with employees,
    other departments and the public;
    • Ability to guide, direct, and motivate employees.
    • Ability to analyze and solve problems and utilize project management skills.

    • 5 years related job experience in a coastal SC County.
    Professional Engineering License.
