Budget Director directs and controls an organization's budgeting and financial forecasting activities. Leads the budgeting process for annual, quarterly, and monthly budget development. Being a Budget Director develops budgetary policies and guidelines to meet short and long-term financial goals. Establishes processes to incorporate past financial results into budget development. Additionally, Budget Director monitors and analyzes performance against budgets. Develops and implements tools and reporting used for planning, forecasting, monitoring, and decision support. Presents budget data to senior management and/or board. May require a MBA. Typically reports to top management. The Budget Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Budget Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Electronic Combat Solutions (ECS) has technology, engineering and program teams that educate and mentor colleagues to deliver leading Electronic Warfare capabilities.     We are seeking a Supply Chain Leader to direct a team of Subcontracts professionals at various experience levels in proposal preparation, negotiations and subcontract management including planning, soliciting, negotiating, administering and executing proposals and agreements to meet our customers’ needs. They will facilitate the procurement of specialized materials, equipment, supplies, software and services of a highly specialized nature on assigned programs which encompasses both production and engineering development efforts.

    Motivating and developing personnel including planning and executing an organizational development plan.

    Negotiating with suppliers.

    Identifying and assessing risks & opportunities.
    Working closely with Contracts, Finance, Engineering, Project Managers, and other adjacent organizations.



    Required Education, Experience, & Skills
    • Bachelor's Degree in related discipline and 15 years or more of directly related work experience preferably in a government contracting environment.
    • Experience managing Subcontracts or Procurement team to lead major efforts.
    • Ability to conduct effective meetings with personnel and facilitate meetings with suppliers/subcontractors.
    • Working experience generating, and executing major complex subcontracts.
    • Work developing strategies to support affordability initiatives.
    • Proficiency with Microsoft Office Suite (Microsoft Excel, Word, and Outlook).
    • Ability to lead and present dynamically.
    • Stellar time management/organization skills.


    Preferred Education, Experience, & Skills
    • Knowledge of the FAR and DFARS.
    • Knowledge of ITAR (International Traffic in Arms Regulation) and EAR (Export Administration Regulation)
    • Certified Six Sigma Green/Black Belt
    • Experience with AS9145 and the requirements for Advanced Product Quality Planning (APQP)
    • Professional certifications (PMP, C.P.M., C.P.S.M.)
    • Experience with an Oracle ERP system.
    • Earned Value Management and Cost Analysis experience
    • Understanding/knowledge of CPSR audits and requirements.
    • Track Record developing and maintaining relationships with both internal and external customers
    • Comprehensive understanding of subcontractor solicitations and bid analysis/process.
    • Masters degree in engineering or science (MS) or business (MBA)
    • Familiarity with sustainment operations.


    Pay Information
    Full-Time Salary Range: $128100 - $217800

    Please note: This range is based on our market pay structures. However, individual salaries are determined by a variety of factors including, but not limited to: business considerations, local market conditions, and internal equity, as well as candidate qualifications, such as skills, education, and experience.
