  • Oversees the fiscal management, budgeting functions, business activities and personnel matters for Parking and Transportations Services. Evaluates and provides leadership for financial and personnel management activities to ensure compliance with state and federal laws. Conducts and coordinates specialized, and budgetary assignments related to the administrative and business management of the division. In addition, other responsibilities include human resources functions for programs within the department. With a focus on efficiency and effectiveness, guides the development and implementation of processes, tools, metrics, initiatives, infrastructure, and technology that will support and enhance the effectiveness of office operations and the communications and public affairs function across the University. Maintains a standardized on-boarding process and gathers feedback from new hires to ensure improvements are incorporated regularly.

    • Serves as HR Department and Division contact for Parking and Transportation Services. Originates and maintains confidential personnel files; assures compliance with university affirmative action guidelines. Serves as primary liaison to USC Human Resources (HR). Review, analyze and evaluate existing policies, operations, procedures, and documents to develop improvements in efficiency, effectiveness, and productivity. Serves as HCM Timesheet Human Resources Contact and Payroll Contact; and serves as EPMS contact making sure all reviews are turned in correctly and on time. Addresses all FMLA related issues. Responsible for recruiting, hiring, discipline, evaluations, promotions, and serves as liaison with employee relations and salary administration. Manages employee complaints. May supervise an administrative coordinator.
    • Performs activities related to procurement, supply services, accounts payable and accounts receivable. Processes travel authorizations and reimbursements, purchasing, journal entries and budget transfers. Coordinates improvement and implementation of operation procedures including analysis of processes related to procurement, accounts payable, contracts and collections. May supervise an administrative coordinator or assigned student.
    • Oversees all departmental financial operations and budgetary functions. Manages the financial system including all related accounting functions in compliance with state and federal lawsy. Provides analysis of accounts to ensure budgets and expenditures are properly recorded. Ensures all revenue is accounted for and properly records revenues to the appropriate funds.

    Minimum Qualifications

    Bachelor’s degree and 4 or more years of experience, which may be substituted by equivalent combination of certification, training, education, and/or experience.

    Preferred Qualifications

    Master’s degree with 4 years of direct experience with budgeting and human resources.

    Knowledge/Skills/Abilities

    Knowledge of principles, practices, theories and terminology of accounting, auditing, banking, budgeting, financial management and human resources. Knowledge of state government fiscal accounting processes.
