    Work Unit:

    The Division of Economic and Workforce Support (DEWS) is responsible for ongoing implementation of an array of Adult Financial Assistance Programs (Old Age Pension, State Burial Assistance, Aid to the Needy Disabled, Home Care Allowance, and Colorado Supplement), Colorado Refugee Services Program, the Colorado Works Program, the Supplemental Nutrition Assistance Program Employment First program and Training (SNAP E&T), Workforce Development Services, and a variety of discretionary programs including Disability Navigation, ReHire, and Diaper Grants. Adult Financial Assistance programs provide a safety net for elderly and disabled indigent adults. Colorado’s TANF Program is known as Colorado Works and is designed to assist participants to terminate their dependence on government benefits by promoting job preparation, work and marriage and to develop strategies and policies that focus on ensuring that participants are in work activities as soon as possible. The Colorado Works program, in its design, also promotes investment into capacity building and prevention work to strengthen families, provides for positive youth development and healthy relationships. The Supplemental Nutrition Assistance Program (SNAP, formerly known as food stamps) provides federal resources to states for the implementation of employment and training programs that help SNAP recipients gain or improve in employment, in order to reduce dependency on SNAP, known as the SNAP E&T program.

    The benefit programs operate in all counties in Colorado and are administered locally by the county departments of human/social services. The SNAP E&T program operates within multiple counties through the county department of human/social services, a Third-Party Partner, or a workforce center. The Division supervises county departments of human/social services in the administration of these programs and is responsible for assuring that all counties are complying with the terms of their county policies and that they are in compliance with all federal and state statutes and regulations. Division staff write policies and rules; train county staff on policies and procedures and effective case management skills; provide technical assistance to counties on systems issues and ongoing implementation; work with the General Assembly on legislative and fiscal initiatives affecting the counties operation of the programs; report to federal government on implementation of federal programs; monitor county performance in their implementation of the programs; and allocate federal block grant funds to the counties for their use in implementing the program. The Division is the primary link between the county departments of human/social services and the federal government on issues regarding welfare reform and disabled individuals receiving Social Security Insurance (SSI). The Division also works closely with other Divisions and Offices within the Department, other state agencies, the General Assembly, the Governor’s Office and client advocacy organizations in the implementation of welfare reform.

    Description of Job

    Please Note: This position has hybrid work arrangements. Effective September, 2023 employees are expected to report to the office at least 2 days a week. These arrangements are subject to change.

    This position exists to operationalize Colorado Works and Adult Financial program requirements into the design of automated system requirements; to identify automated system changes needed to correctly issue accurate and timely benefits; to identify, research, to enable a positive customer experience; and resolve automated system issues; and to serve as a liaison between the between the Office of Information and Technology (OIT), the Colorado Benefits Management System (CBMS) Vendor and the Division of Economic and Workforce Support regarding the continued refinement of the automated systems.

    The position is responsible for:
    • Understanding the business rules for current functionality and planned changes in the Colorado Benefits Management System (CBMS), the MyCOBenefits App, and the Program Eligibility and Application Kit (PEAK) as they apply to the Colorado Works and Adult Financial programs;
    • Identifying system usability issues and proposing solutions to Division leadership;
    • Developing and documenting the high-level business requirements for changes that are needed;
    • Working collaboratively with Department staff, policy experts, county staff, the automated system vendor and OIT (or CBMS technical staff matrixed to CDHS and HCPF) to complete the business requirements;
    • Coordinating project document review and approval; and
    • Testing and validating the changes to ensure the requirements have been met.

    This position provides technical assistance, system information and clarification, and general program assistance to internal and external collaborators responsible for the administration, issuance, and claims collection of Colorado Works and Adult Financial benefits. This position is also the primary contact for the Tier III Help Desk functions related to the Colorado Works and Adult Financial programs. This position, in conjunction with subject matter experts, researches help desk tickets that cannot be resolved at other levels. They provide essential support to county staff by researching and resolving CBMS issues. This position will research and document all help desk tickets that will need a programming application change and submit the business requirements for the change.

    Systems Change and Maintenance:

    • Analyze, identifies and documents needed automated system changes in the Colorado Benefits Management System (CBMS) related to the Colorado Works and Adult Financial programs. Independently develops written requests using the current CBMS Change Control process. Monitors the implementation of requested programming and performs user testing as required. Completes required documentation in a concise and timely manner. Provides complex, multi-faceted technical assistance in all areas of local program service delivery. Ensures that programs are operating in accordance with relevant state laws and regulations and relevant federal program requirements.

    Cross Agency/Program Coordination:

    • Works collaboratively with other Division and Department staff, including but not limited to OIT and Health Care Policy & Financing, to promote continuity between CBMS and ongoing audit findings, Quality Assurance, program and training staff. Participates as a Subject Matter Expert (SME) in various meetings and work groups to determine broad system solutions for the Colorado Works and/or Adult Financial programs that will also minimize the impact to other programs, county staff and participants in CBMS. Provides technical assistance and training to division and county staff related to CBMS. Develops new or reviews and modifies current training materials to ensure that material is accurate. Reports system changes and issues of relevance during meetings with county users, county administrators, via conference calls, and upon request.

    Escalated Support Resolution:

    • Determines root cause of system issues and negotiates with the CBMS business analysts and subject matter experts. Makes informed suggestions regarding prioritization of defects to CBMS and monitors and maintains the prioritization of these changes. Participates in determining systemic issues that must be corrected and areas where edits and other controls can be put into place system wide so payment, data discrepancies and other errors do not occur or are less frequent. Assists the program staff with Use Month changes in CBMS, activity participation data entry, etc. Works collaboratively with OIT and CBMS Help Desk Staff to ensure identified problems are documented for fixes.

    MINIMUM QUALIFICATIONS:

    Option 1 - Experience:

    • Six (6) years of professional experience being a subject matter expert in a technology and being a point of contact for supporting users and/or professional experience in automated/administrative systems development, project management, product management, using the Colorado Benefits Management System (CBMS) directly at a high level, or another closely related field.

    OR

    Option 2 - Education and Experience:
    • Bachelor's degree from an accredited institution.
    • AND Two years of professional experience being a subject matter expert in a technology and being a point of contact for supporting users. and/or Professional experience in automated/administrative systems development, project management, product management, using the Colorado Benefits Management System (CBMS) directly at a high level, or another closely related field.
    Substitutions:
    • Additional appropriate education will substitute for the required experience on a year-for-year basis.
    • Additional appropriate experience will substitute for the degree requirement on a year-for-year basis.

    Preferred Qualifications:
    • Knowledge of DEWS programs (Adult Financial, Colorado Works, Workforce Development and Employment First) through direct work.
    • Direct experience using the Colorado Benefits Management System (CBMS), especially dual experience with both eligibility and work programs.
    • Experience translating business rules into systems requirements and capabilities.
    • Experience leading projects, or acting as a subject matter expert within an organization.
    • Experience with software development lifecycle processes. Agile and waterfall experience preferred.
    • Proven organizational and project management skills.
    • Experience researching/troubleshooting complex technical problems independently using documentation about how something works.
    • Experience successfully communicating both in verbal and written form to high-level audiences.
    • Experience building consensus among a variety of stakeholders with divergent needs.
    • Computer literacy with excellent Microsoft Excel use, experience using Google Sheets and/or Smartsheets.
    Conditions of Employment
    • Candidates must pass a Colorado Background of Investigation background check prior to start date with the Department.
    • Occasional independent travel and overnight stay required (1-2 nights/quarter) to attend or present at conferences, events put on by our division, or conduct site visits with automated systems vendors, or with counties for technical assistance.
    • Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant’s prior State employment. Absent extraordinary circumstances, prior disciplinary termination or resignation in lieu of termination and failure to provide this information will disqualify the applicant from future State employment with CDHS.
