The State of New Hampshire, Lottery Commission has a full-time vacancy for Business systems Analyst.
Summary:
Manages lottery information systems¿ operations, develops, and tests online lottery products and systems, analyzes IT needs, and oversees enhancements to the online business programs to maximize revenue. Ensures redundancy of systems and security with a primary emphasis on the Internal Control System (ICS).

Other information:
Education: Bachelor's degree from a recognized college or university, preferably with a major in management information systems, computer information systems, or computer science. Each additional year of specialized formal education may be substituted for one year of required work experience.
Experience: Six years' experience in systems analysis with a broad-based knowledge of business environments, preferably in a field or occupation related to software development, software support, or software maintenance, three years of which shall have included the direct involvement in application or product lifecycle management. Each additional year of approved work experience may be substituted for one year of required formal education.
License/Certification: None required.
SPECIAL REQUIREMENTS: Occasional need to work in the evening during nightly draws for training purposes.

Responsibilities:
Works jointly with other information systems and technology professionals to develop and execute test plans of gaming system software, monitors changes to ensure that processes and procedures, and gaming standards meet MUSL and Tri-State requirements. Evaluates system transactions for online and ICS computer programs for secure and accurate financial reporting, modifications and enhancements.
Evaluates and reviews work performed by technical vendors and contractors to ensure continuous system operations and integration of ticket sales, prize payment, tax reporting, transaction data and retail terminal troubleshooting issues/support; scrutinizes the quality and integrity of technical work and related integrated information systems for the continuity of online gaming operations.
Coordinates with internal and external partners including Consolidated, Intralot, Spectra NPI, or successor and others to address telecommunications and installation issues, the Office of Information Technology, Help Desk staff, software developers, project managers and technical supervisors to assist with online gaming back-office technology issues, and with agency leadership to ensure that the current and future technology systems will support user-identified needs, ongoing maintenance and current and future online gaming business direction.
Identifies system errors and issues, provides technical assistance or coordinates assistance, for the appropriate trouble shooting needs, and formulates procedures and controls in order to increase the efficiency of online gaming operations.Participates in agency-wide analyses of business and technology needs in order to develop short and long term goals. Prepares and presents technology plans including the scope of work, resource estimates and project impact documents to determine the feasibility of proposed systems or enhancements to existing systems. Conducts a thorough analysis of online gaming demands to provide recommendations on information systems project plans and timelines relative to revenue goals and sales projections.
Develops and evaluates Requests for Proposals (RFP) specific to gaming systems operational needs (vendors, services, products), as well as for other Lottery operations as necessary. Researches system solutions to agency and user identified needs and also researches function specifications for system changes, and define detailed business information and application data requirements.Schedules and trains all ICS staff for changes and approves Tri-State payroll and NHICS timecards in NH FIRST for ICS staff.
