    Location: Los Gatos 

     

    Overview:

    The Chief Administrative Officer (CAO) reports directly to the President of the Medical Network and has overall responsibility for the ECHMN’s Management Services Organization (MSO), Clinically Integrated Network (CIN), and integration of physicians affiliated with El Camino Health (employed & affiliated independent physicians). The CAO supports the mission of the organization by ensuring that ECHMN provides frictionless experience for patients throughout the ambulatory setting. To this end, the CAO provides leadership and operational direction necessary to support affiliated physicians for all medical groups affiliated with ECHMN. In partnership with the clinical and administrative leadership of ECHMN, the CAO will have direct oversight for the development, implementation, and operational infrastructure of the MSO and management of risk-based arrangement with health plans. Under a matrix arrangement, the CAO will collaborate with executives and physicians across the enterprise to increase number of patients attributed to ECHMN. The CAO is ultimately accountable to ensure that ECHMN expands its physician affiliation, physicians receive the highest standard of support for individual practices, patients receive high quality service, and the organization expands its geographic and clinical footprint. The CAO will formulate the long-term strategy of the enterprise and will work effectively with clinical and administrative colleagues across the El Camino Health system.

     

    Position Scope:

     

    • Plan, develop, and implement a plan that secures a reliable and efficient MSO infrastructure for physicians affiliated with ECHMN.
    • In collaboration with ECH executives implements strategies to expand ECHMN’s planned attributed patient lives of 200,000
    • Assess and deploy technologies and systems that efficiently support scalable operations of the MSO
    • Formulate and develop a plan that ultimately results in creation of a Clinically Integrated Network (CIN), including governance, operating, and financial models
    • Design and implement a population health program that monitors high cost, high prevalence patients and directs patients to lower levels of care
    • Ensures that ECHMN attains regional recognition with respect to national performance standards (i.e., 5 star, etc.)
    • Monitors at-risk patients and in collaboration with clinical colleagues designs disease-focused programs
    • Identifies and targets physicians and physician specialties that are fully integrated with the health system
    • Serves as a senior executive member of ECHMN and provides input toward formulating ECHMN’s strategic priorities
    • Promotes operational standards across the Medical Network and within ambulatory sites
    • Assist in development of operating standards and operational goals.
    • Participates in the Quality and Credentialing Committee of ECHMN and provide the needed leadership to attain continuous quality improvement and optimal patient experience.
    • Provide input and strategic ideas toward creation of new clinical services that advance ECHMN’s aspiration to achieve clinical integration from patients’ perspective.
    • Continuously analyze, monitor, and report on regulatory, quality, and patient safety to ensure patient care outcomes.
    • Actively participate in defining and developing the next generation of technology, data analytics that support clinical programs and measurement.
    • Provide leadership and expertise on operational models that promote physician engagement and improves physicians’ joy of medicine.
    • Drives strategic and visionary leadership among physicians, clinicians, and administration to create a culture that supports/promotes professional fulfillment, engagement, and resiliency.
    • Brings focus and discipline to supports implementation of patient and provider experience improvement initiatives.
    • Actively participates in physician forums, community events, and health plan initiatives
    • Keeps up with changes in policies, protocols, regulatory changes, and all industry elements that have a direct impact on physicians’ practices and/or industry best standards.
    • Willingness to accept other duties that are relevant to the role and are assigned from time to time.

     

    Responsibilities:

     

    The CAO will provide leadership, vision and operational direction in helping ECHMN achieve its clinical mission in support of ECH’s strategies with particular focus on the following:

    • Direct oversight for the design and operation of ECHMN’s Management Services Organization
    • Identify, negotiate, and deploy relevant technology solutions needed to automate as many administrative functions as possible.
    • Formulate a multi-year strategy to mature the MSO including annual targets for membership, network providers, and patient lives under management.
    • Plan for transition of MSO services from outside vendor to an internally managed system including hiring and retention of appropriate staff.
    • In close collaboration with other physician leaders, establish, monitor, and continuously improve the standards of care by identifying performance benchmarks
    • Working closely with executives across the health system, develop and implement strategies for expansion, clinical, and financial performance improvement.
    • Assist in the development and implementation of policies, guidelines, and procedures related to operations of MSO
    • Contribute to the development of operational goals and achievement of operating standards
    • Create systems to ensure the highest quality patient experience and continuous quality improvement
    • Analyze accessibility and utilization issues, implementing strategies to overcome barriers
    • Support the Presidents of multiple medical groups to identify, screen, and recruit qualified physicians and clinicians
    • Oversee efforts to advance a culture that supports and promotes professional fulfillment, develops and implements best practices, and identifies opportunities for provider resiliency/burnout
    • Actively participate in organizational projects and priorities as assigned

     

    Required Experience & Education:

     

    • A Masters degree in healthcare administration, business, economics, or related field.
    • Minimum of ten years of progressively responsible roles in large integrated healthcare systems, Medical Groups, IPAs, health plans, or provider organizations.
    • Hands-on experience working with various technologies that support physician practices, claims processing, and clinical quality assessment.
    • Demonstrable experience managing risk-based contracts with private health plans as well as governmental payers.
    • Demonstrated skills in building collaborative relationships in a matrixed environment, with an ability to successfully partner and build consensus among multiple stakeholders.
    • Experience in engaging clinicians and operational leaders across the organization and active involvement in clinical/administrative initiatives.
