Chief Medical Librarian (MLS) manages daily planning, operations, and staff of a medical library to meet the information needs of users. Oversees professional and support staff involved in cataloging, indexing, issuing books/materials, and keeping records of items on loan. Being a Chief Medical Librarian (MLS) selects books and publications for purchase and subscribes to pertinent periodicals as allowed for by the given budget. Responds to more complex requests from faculty, medical staff, and students. Additionally, Chief Medical Librarian (MLS) possess broad and current knowledge of medical developments and scientific literature. Requires a master's degree in library science. Typically reports to a director. The Chief Medical Librarian (MLS) manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Chief Medical Librarian (MLS) typically requires 5 years experience in the related area as an individual contributor. 1 - 3 years supervisory experience may be required. Chief Medical Officer

  • The Chief Medical Officer is the chief physician in charge of medical aspects of the hospital and outpatient services. The Chief Medical Officer is a member of the hospital’s senior leadership team, and reports directly to the Chief Clinical Officer.

    Essential Functions

    Quality and Patient Experience

    • Provides medical expertise in decisions and planning relating to budgeting, staffing, policy formation, patient experience, and quality of care.
    • Manages and maintains a length of stay variance at or around the GMLOS.
    • Designs and implements programs to improve the quality of the patient experience, as measured by regularly administered patient satisfaction surveys.
    • Reviews patient grievances: recommends and implements measures to address.
    • Examines existing medical care standards, protocols, and practices; revises and enhances; puts in place benchmarks to ensure that patients are receiving the highest quality of care possible.
    • Designs and implements programs to improve the quality of care delivered and improve publicly reported data and ratings. (Leapfrog, Star reporting, etc.)
    • Oversees performance improvement programs to ensure continual assessment and improvement of the quality of care and clinical services provided.

    Medical Staff Affairs

    • Creates and maintains positive relationships with all medical staff.
    • Acts as liaison between hospital administration and medical staff.
    • Coordinates all medical staff functions (Credentialing, Credentials Committee, Medical Executive Committee, Peer Review, etc.)
    • Chairs the Performance Improvement Committee and other committees as assigned and needed.
    • Represents the Medical Staff’s interests and consults with and makes recommendations to the Chief Executive Officer in relation to the operation of the organization.
    • In conjunction with the President of Medical Staff, is responsible for the enforcement and compliance with the Hospital’s by laws, rules and regulations; for the implementation of sanctions where these are indicated; and for the medical staff’s compliance with procedural safeguards in all instances where corrective action has been requested against a practitioner.
    • In conjunction with the President of Medical Staff, is responsible for all the professional activities of the Medical Staff. 
    • Establishes, maintains and improves optimal communications between Medical Staff, Administration, Nursing Staff, and all the Health Disciplines.
    • Reviews and interprets organization policies to the Medical Staff.
    • Responsible for the coordination and administration of medical education activities for Medical Staff.

    Operations/Regulatory

    • Responsible for administrative/operational oversight for assigned departments.
    • Establishes clinical competencies, as needed, to ensure compliance with Joint Commission standards.
    • Participates with the Chief Executive Officer, Chief Clinical Officer, other officers, and administrative staff in improving the administrative functions of the Hospital.
    • Oversees all regulatory activity

    Strategy/Business Development

    • Works closely with strategy and business development to conceive, design, and implement new programs and services.
    • Participates in the design, development, and implementation of new patient care programs for the Hospital.
    • Acts as a liaison and resource to the community. (City of East Orange, community events, post acute facilities/partners, etc.)
    • Responsible for the designing, planning and implementing physician recruitment plan in concert with the strategic direction of the Organization.

    Minimum Education/Certifications

    M.D. and Board Certification required

    Advanced degree in Healthcare Management preferred (MBA/MHA/MMM etc.)

    Demonstrated advanced course work in management preferred. 

    ACPE or American Board of Medical Management certification preferred. 

    Minimum Work Experience
    At least 10 years of medical practice experience required.  Previous experience as a CMO and/or Medical Director strongly preferred. Previous management experience at a senior level preferred.  Experience and knowledge with clinical information systems preferred.

    Physical Requirements and Working Conditions

    Normal office environment with occasional visits to locations across the system or off-site.

    Requires frequent interaction with physicians, patients, visitors, and staff.

    Minimal; requires corrected vision and   hearing to normal range.  Working under stressful conditions or working long/irregular hours.  Constant and complex.
