Collateral Appraiser conducts commercial real estate appraisals and property ratings to establish the market value generally used for investment guidance, lending, insurance, or other purposes. Follows standard processes for conducting and documenting on-site property inspections. Being an Collateral Appraiser performs data collection and research on building permits, prior assessments, and relevant market and economic conditions that impact property value. Reviews building plans and specifications and investigates the quality of the construction, the overall condition of the property, and the surrounding location. Additionally, Collateral Appraiser uses generally accepted appraisal practice concepts and practices to perform data analysis, develop valuation estimates, and write comprehensive reports and exhibits. Utilizes appraisal software tools and databases. Ensures that reports comply with required policies, formats, and regulations. May require a bachelor's degree. May require the Member of the Appraisal Institute (MAI) or similar designation. Requires a State Appraiser License. Typically reports to a manager. The Collateral Appraiser occasionally directed in several aspects of the work. Gaining exposure to some of the complex tasks within the job function. RESIDENTIAL APPRAISER

  • The purpose of this job is to appraise and classify residential properties in Orangeburg County for ad valorem tax purposes.
    This position works under close to general supervision according to set procedures but determines how or when to complete tasks.

    Duties and Responsibilities
    The functions listed below are those that represent the majority of the time spent working in this position. Management may assign additional functions related to the type of work of the position as necessary.
    • Plans and organizes daily activities to locate, identify, and physically inspect agricultural and residential properties for classifying building permits, mobile home permits and inquiries.
    • Locate buildings, obtains measurements, lists exterior characteristics, and determines improvement grade, class and depreciation. Input data into computer.
    • Estimate and determine market value of land, property and improvements through analysis of market sales and other means for tax purposes within an intense deadline setting.
    • Communicate with the public, realtors, attorneys, co-workers, supervisors, surveyors, etc. to provide and exchange information for appraisals.
    • Analyze sales of comparable properties to defend appraised values before local Board of Appeals, and Administrative Law Court as required.
    • Assists Chief Appraiser/Reappraisal Supervisor in defending values before the County Appeals Board and the Administrative Law judge.
    • Perform other duties and related work as instructed and assigned.

    Minimum Education and Experience Requirements:
    Requires an Associate’s degree in Real Estate, Appraisal, Business or related field.
    Requires one (1) year of experience in real estate appraisal work; or an equivalent combination of education, training and experience that provides the required knowledge, skills and abilities.

    Special Certifications and Licenses:
    • Must possess and maintain a valid state driver’s license.
    • Requires South Carolina Appraiser or Mass Appraiser License.

    Reasoning Ability, Mathematical and Language Skills:
    Ability to define problems collects data, establish facts, and draw valid conclusions. The ability to interpret an extensive variety of technical instructions in mathematical or diagram and to deal with several abstract and concrete variables.
    Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume. The ability to apply the concepts of basic algebra and geometry.
    Ability to read, analyzes, and interprets general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the public.

    Physical Demands:
    Performs sedentary work that involves walking or standing most of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
