    A&AS –Communications and Content Editor

     

    This position will function as a Communications and Content Editor (A&AS) for the DTRA Cooperative Threat Reduction (CTR) program and support their Public Affairs Office (PAO).  CTR works with other government agencies and cooperatively with global partners to reduce the threat of weapons of mass destruction (WMD) to the United States and their global allies. 

    This position is a member of the Information Advantage (IA) team and directly supports CTR leadership, the DTRA PAO, and the Senior Communications and Content Editor. This position supports the  implementation of innovative communications products and content amplifying the mission and accomplishments of CTR with their global partners in addition whilst combatting disinformation campaigns from foreign malign influences  primarily from Russian and Chinese efforts.  This position will assist in identifying a broad range of themes, including focusing on strong country partnerships in historical and current context, coordinating and creating multiple products and their various objectives; and generally supporting PAO and CTR leadership with a multitude of recurring and pop-up deliverables.  The ideal personnel will have a diverse skillset, with expertise in areas including digital content strategy and creation; video production; strong grasp of the digital landscape in the information environment.

    DUTIES:

    • Understand, as directed, foreign media environment where CTR maintains active and passive footprints.
    • Work closely with the Senior Communications and Content Editor
    • Support efforts to tell the accomplished and layered story of CTR in an engaging and informative manner. Use creativity and current digital storytelling trends to accomplish this effort.
    • Work with the Senior Communications and Content Editor to develop a proactive strategy, create digital communications products such as videos, graphics, articles, and photo driven social media posts and assist with building an authentic and transparent reputation on social media.
    • Shoot and edit long form and short form videos for social media consumption.
    • Actively flood the digital information space to combat disinformation and propaganda, spotlighting CTR (and by extension, DTRA) strong partner country relations.
    • In concert with the CTR Information Advantage Team and the Public Affairs Office, develop, craft, and implement messaging and communications for the CTR client.
    • As directed, help develop messaging themes and plans to be communicated to external audiences via a combination of traditional and digital communications products that are part of messaging plans designed for key events. These products include press releases, stories, social media posts, blog posts, digital videos, photographs, and graphics.
    • Will need to travel internationally to record/film CTR and partner nation’s engagements and special events. Create digital content in situ for future use. 
    • Create, in conjunction with the PAO, content for the public release, designed for the Counter Foreign Malign Influence (FMI) portal.
    • Serve as the authoritative voice on all CTR content contributed by CTR programs.
    • Support PAO with press releases, developing and creating targeted social media posts, producing videos.
    • Support team efforts by developing and applying skills in visual storytelling, messaging, and execution.

    Required Qualifications

    • Bachelor's degree in Communications, Marketing, English or related field.
    • 3 – 5 years of experience using Adobe Premiere Pro
    • 3 – 5 years of experience of filming with DSLR cameras (preferred)
    • Experience in developing and implementing digital communications or content plans.
    • Familiarity with digital content landscape (LinkedIn, Instagram, Facebook, X)
    • Demonstrated proficiency filming with DSLR cameras in a various environments and proficiency capturing audio on location.
    • Demonstrated proficiency editing long form and short form content with Adobe Premiere Pro and Adobe After Effects
    • Ability to create easy to understand written products from dense technical materials.
    • Secret clearance
    • Demonstrated proficiency of using a strategic mindset to develop and implement communications products with effective outcome.
    • In-depth knowledge of digital content landscape (especially social media platforms and best content optimization).

    • Experience with Adobe After Effects and Adobe Illustrator

    Salary at Noblis is determined by various factors, including but not limited to, the combination of education, certifications, knowledge, skills, competencies, and experience, internal and external equity, location, and clearance level, as well as contract-specific affordability and organizational requirements and applicable employment laws. The projected compensation range for this position is provided within the posting and are based on full time status. Part time staff receive a prorated salary based on regularly scheduled hours. The estimated minimum and maximum displayed represents the broadest range for this position (inclusive of high geographic and high clearance requirements), and is just one component of Noblis’ total compensation package for employees.
