Typically reports to a top management. The Community Health Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Community Health Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Summary: 

    The CCBHC Director, reporting to the Chief Prevention and Recovery Officer, is responsible for the direction and coordination of Certified Community Behavioral Health Center. The CCBHC Director provides administrative oversight of Santa Fe Recovery Center’s service expansion, organizational transformation, and certification as a CCBHC.

    Duties and Responsibilities of the CCBHC Director: (Included but not limited to)

    You'll report to the Chief Prevention and Recovery Officer and:

    • Assessment, development, implementation, coordination, and evaluation of State and Federal CCBHC requirements, including successful creation and implementation of the CCBHC certification within 6 months of the project commencement;
    • Ensure that key outcomes are achieved by expanded care coordination with a focus on the social determinants of health (SDOH). Increase access to services including community behavioral services, medical, and mental health programs including the SFRC core of Substance Use Disorders and Medically Assisted Treatment services, that support diverse populations;
    • Ensure services are provided in a culturally and linguistically appropriate manner;
    • Project oversight and support to all activities and program components of CCBHC assuring SFRC’s success in meeting all of the CCBHC requirements;
    • Develop and maintain an implementation plan to ensure provision of expansion services according to the designated timeline;
    • Identify and convene a project team including key internal and external stakeholders;
    • Establish and regularly convene an Advisory Work Group including individuals with mental and substance use disorders and family members;
    • Oversee timely collection and submission of required data and evaluations, including NOMS, SPARS, and agency specific data;
    • Develop systems, policies, and procedures for all aspects of the SFRC CCBHC Services Program;
    • Ensure systems and policies and procedures facilitate the smooth operation of the program, both administratively and clinically;
    • Develops and implements systems that ensure that all contract requirements are met, such as billings, service authorizations and notifications to governmental or funding entities;
    • Provide services with a strong behavioral health recovery orientation, cultural sensitivity, and awareness of the unique needs of the population of focus;
    • Assure timely completion of other grant requirements as indicated; 
    • Assist in development of sustainability plan to maintain services after grant funding ends;
    • Communicate effectively with SFRC staff, persons served, and external agencies to coordinate care and data exchange;
    • Conducts Needs Assessment and works with the management team to develop, refine, and implement sustainability plan;
    • Other duties as assigned.

    Requirements

    Skills/Knowledge/Abilities:

    1. Thoroughness, communication, planning, project management, risk assessment analysis, resource management and timeliness are key.
    2. Must be able to work well under pressure and demonstrate good time management and organizational skills.
    3. Knowledge and skills pertaining to time-effective behavioral health care treatment approaches.
    4. Experience providing services to the grant’s target population including familiarity with relevant culture(s) and language(s).
    5. Experience with federally and privately funded grant operations.
    6. Ability to work with diverse teams of people. 
    7. Advanced Excel user. 
    8. Familiarity with electronic health record system
    9. Strong written and oral skills are necessary Strong organizational and problem-solving skills.
    10. Ability to maintain effective working relationships with all levels of staff within the organization and external stakeholders.
    11. Have or ability to obtain and maintain a State of New Mexico Criminal Records Clearance

    Education and Experience:

    1. Bachelor’s degree required; master’s degree preferred in human services related field
    2. 4 years or more experience managing federal grants
    3. Project Management experience
    4. Experience with federal grants management and Implementation preferred
