General Summary:
The Director reports to the AVP of Human Resources and directs, develops, plans, and oversees programs and activities of personnel engaged in the administration of the agency's employee benefits, pension and compensation programs. This position is responsible for the establishment and implementation of long-range benefit and compensation solutions to meet agency objectives and diverse employee needs.
Essential Duties and Responsibilities:
- Plans and implements all tactical and strategic activities related to compensation for the Agency.
- Plans, develops, and presents recommendations for competitive employee compensation programs.
- Collaborates with other senior leaders to establish and maintain consistent Agency-wide policies relating to compensation programs.
- Directs and monitors the contract performance of various consultants and third-party vendors. May serve as project manager and/or Contracting Officer Technical Representative (COTR) for contracted services. Maintains effective relationships with brokers, consultants, attorneys, and vendors regarding product and service quality and resolution of issues.
- Collaborates with Senior Executives in developing and implementing agency compensation philosophies to ensure strategic alignment with overall agency goals and core values.
- Oversees the collection of wage, salary, and incentive survey data internally and industry trends, costs, and marketplace competitiveness to understand better and improve agency marketplace competitiveness.
- Ensures compensation programs are administered equitably in full compliance with all applicable laws, regulations, and policies including creating and maintaining appropriate documents.
- Develop and monitor agency compensation budget/expenses and provide recommendations to address trends, costs, and marketplace competitiveness. Prepare various reports to various management officials on relevant compensation-related information.
- Hires, manages, directs, and mentors employees in setting performance goals and measures. Provides feedback on individual performance and initiates corrective or disciplinary measures as appropriate.
- Develop section budget, submit for approval, and monitor variances.
- Oversees the development and implementation of employee communications relative to compensation.
- Performs other related duties as assigned.
Minimum Knowledge, Skills, and Abilities Required:
Note: An equivalent combination of related education and experience may be substituted for the below stated minimums excluding High School Diploma, GED, Licenses, or Certifications.
- Bachelor's degree from an accredited college or university in Business Administration, Human Resources Management, or related field.
- Five (5) years of progressively responsible experience in direct design, implementation, and administration of compensation, including experience directing and managing professional staff.
- A Certified Compensation Professional (CCP) certification is preferred.
- Ability to manage all policies, procedures, and operations relating to compensation in a large, complex operating organization.
- Ability to demonstrate a fiduciary obligation to section, department, and DART in handling materials and information of a confidential and sensitive nature.
- Substantial interpersonal communication skills (written and verbal) to effectively communicate with all levels of supervisory and non-supervisory employees, governmental entities, and a culturally diverse community, both internal and external to DART.
- Proficiency in PC software applications including Microsoft Office or other related software applications.
- Pass a physical (medical) examination that includes a drug screen in order to operate DART non-revenue vehicles.
- Knowledge of budget development/analysis and operational cost factors.
- Analytical and creative skills to find solutions to complex interpersonal, technical, and administrative problems.
- Collects first-hand customer information and uses it to improve products and services. Acts with customers in mind.
- Ability to communicate and collaborate with senior leadership and employees across the organization to ensure strategic alignment on compensation and benefits across the Agency.

Working Conditions:
Works in an environment where there is minimum exposure to dust, noise, or temperature. May be moderately exposed to unpleasant working conditions to include dust, noise, temperature, weather, petroleum products, and chemicals while visiting DART's operating facilities, assuming incumbent is observing all policies and procedures, safety precautions and regulations, and using all protective clothing and devices provided.
