Contracts Administration Director is responsible for all activities in the organization's contracts administration function. Oversees the preparation of proposals, negotiations, and the administration of contracts that follow company policies and legal requirements. Being a Contracts Administration Director directs and develops policies and processes that govern the contract administration staff and provide guidance on contract terms and the assessment of contract proposals. Has deep knowledge of the contract life cycle, types of contracts, and applicable government regulations. Additionally, Contracts Administration Director leads negotiations for complex or high-value contracts. Typically requires a bachelor's degree or equivalent. Sometimes requires certification like the NCMA Certified Professional Contract Manager (CPCM). Typically reports to senior management. The Contracts Administration Director typically manages through subordinate managers and professionals in larger groups of moderate complexity. Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget. To be a Contracts Administration Director typically requires 3+ years of managerial experience.     We’re looking for a full-time, staff Director of Contracts Administration and Proposals for future opportunity with American Ordnance located in Kingsport, TN. Our ability to offer this job is contingent on a contract award.

    As the Director of Contracts Administration and Proposals, here’s the work you’ll do:

    • Manage and direct contract negotiations, administration of cost reimbursement and fixed price contracts, proposal preparation, fact-finding, contract closeout and other related activities.
    • Manage negotiator with customer for contract terms and conditions and ongoing monitoring of contract performance and for negotiating Requests for Equitable Adjustment (REA) with guidance from General Counsel.
    • Identify risks in proposals and contract terms and conditions and negotiate with appropriate functional organizations to mitigate risks.
    • Ensure company compliance with government acquisition regulations including FAR, DFAR, ITAR, EAR, BATFE and TINA.
    • Develop, maintain and monitor procedures for Contract Administration to ensure consistency across organization.
    • Manage and mentor team of contract and proposal professionals.

    This role is for you if you have these skills:

    • Excellent ability to negotiate and manage cost reimbursement, fixed price, and flexibly priced contracts.
    • Strong investigative skills to read and interpret legal documents, financial reports, and technical instructions and diagrams.
    • Experience working with FAR, DFARS, ITAR, BATFE, FCPA and other government acquisition regulations.
    • Excellent oral, written, and presentation skills.
    • Excellent people management skills.

    And if you have these qualifications:

    • Bachelor’s Degree, JD or Master’s Degree a plus
    • Minimum 10 – 15 years
    • Government Secret Clearance or ability to obtain same, and Certified Professional Contract Manager (CPCM) a plus
    • Great attitude and team player.
    • Successful completion of background screening process.

    In compliance with this state’s pay transparency laws, the salary range for this role is $116,960.00 - $175,440.00. This is not a guarantee of compensation or salary, as final offer amount may vary based on factors including but not limited to experience and geographic location. (The specific programs and options available to an employee may vary depending on date of hire, schedule type, and the applicability of collective bargaining agreements).
