Guilford County is a high-performing local government organization looking to establish an enterprise data infrastructure to enable the application of data for critical decision-making. As part of the Chief Data Officer team, the Enterprise Data Architect will be asked to provide strategic guidance and leadership in addition to technical expertise in developing a new enterprise data management infrastructure, including developing data architecture roadmaps, data quality standards, analytics support processes, and data governance processes related to the Counties priorities and goals.
GENERAL STATEMENT OF DUTIES
The Enterprise Data Architect will help define, deploy, and document enterprise data architecture for centralized access to clean data from disparate county data sources to enable analytics/business intelligence while maintaining appropriate data privacy procedures for protected and/or sensitive data. The Data Architect will be a central resource for enterprise data and metadata management.
DISTINGUISHING FEATURES OF THE CLASSThe Enterprise Data Architect is an experienced professional reporting to the Chief Data Officer, working closely with cross-functional teams from various departments to provide recommendations for optimized data architecture based on the data storage and retrieval needs for Guilford County and within each department. The ideal candidate will have proven experience with data warehouse design, Master Data Management (MDM) design and development, data storage, data modeling, quality assurance, ETL, and analytics/business intelligence capabilities. A key function of this position will be to advise on best practice for data management – extraction, cleansing, alignment, storage, and governance. The Enterprise Data Architect will be responsible for constantly monitoring our enterprise data architecture and quickly addressing any issues.
DUTIES AND RESPONSIBILITIES
Essential duties and responsibilities include, but are not limited to:
Design, develop, and maintain the enterprise data management framework
- Design, build, support and maintain countywide database systems including Microsoft SQL Server.
- Define/update county-wide data documentation and storage standards.
- Analyze database implementation methods to make sure they are in line with county policies, external regulations, and adopted standards.
- Create data monitoring models for each product and work with our software and application development teams to create models ahead of new releases.
- Develop database design and architecture documentation for executive administration.
- Ensure the integrity and security of county data assets.
Analyze systems and create solutions for business requirements
- Provide insight into the changing data storage and utilization requirements for the county and offer solutions.
- Provide guidance, assistance and support for creation and maintenance of complex data sets that meet cross-functional requirements.
- Identify, design, and implement internal process improvements: automating manual processes, optimizing data delivery, re-designing infrastructure for greater scalability, etc.
- Build / Maintain the infrastructure required for optimal extraction, transformation, and loading of data from a wide variety of data sources using SQL and other related technologies.
Establish and cultivate a data-driven culture
- Lead design sessions in prototyping new solutions to enhance current solutions and increase user adoption of existing tools within our support and work management portfolio.
- Functions as a subject-matter-expert and participate in the resolution of system and product issues in escalation situations.
- Work with cross functional stakeholders to assist with data-related technical issues and support their data infrastructure needs.

RECRUITMENT STANDARDS
Knowledge, Skills, and Abilities
- Sound working SQL knowledge and experience working with relational databases, query authoring (SQL) as well as working familiarity with a variety of databases
- Ability to build processes supporting data transformation, data structures, metadata, dependency and workload management.
- Experience eliciting and translating business pain points into tangible KPI’s and associated business intelligence solutions.
- Strong project management and organizational skills
- Knowledge of Data Governance and best practices around data architectures.
- Experience with software tools such as Visual Studio, Microsoft SQL Server Reporting Services, Integration Services and Management Studio, Microsoft PowerBI and Tableau
- Experience supporting and working with cross-functional teams in a dynamic environment
MINIMUM QUALIFICATIONS
Bachelor's degree in Computer Science, Statistics, Information Systems or another quantitative field with 3 years of experience in a Database Administration and/or Data Architect role OR Associate Degree in Computer Science, Statistics, Information Systems or another quantitative field with 5 years of experience in a Database Administration and/or Data Architect role.
PHYSICAL DEMANDS AND WORK CONDITIONS
Must be able to physically perform the basic life operational functions of fingering, and talking.
Must be able to perform light work exerting up to 10 pounds of force occasionally and/or a negligible amount of force frequently or constantly to lift, carry, push, pull, or otherwise move objects. Must possess the visual acuity to prepare and analyze data and figures, accounting, operate a computer terminal, and do extensive reading.
May Require Driving
This position may require driving for this position whether driving a County owned or personal vehicle to conduct county business such as but not limited to attending conferences, meetings, or any other county related functions. Motor Vehicle Reports may be verified for valid driver's license and that the driving record is compatible with the county's driving criteria.
If a personal vehicle is operated for county business proper insurance is maintained as per Guilford County's vehicle use policy.
