    General Summary 

    The Data Steward will work under the guidance of the Manager, Data Governance to help implement and support data governance processes for University Of Maryland Medical System. The Data Steward is responsible for the management and proficiency of data stored in an organization. The Data Steward will participate in the coordination of Data Governance activities across University of Maryland Medical System (UMMS) in support of its strategic priority to become a data-driven and outcomes-oriented organization. The successful candidate will provide the appropriate expertise to ensure consistency and quality of data, access, and change management approach across the enterprise and its application systems of UMMS. This position will report to the Manager, Data Governance in the Enterprise Data & Analytics (ED&A) team.

    Principal Responsibilities and Tasks
     

    • Actively participates in the organization’s data governance processes, tools and programs
    • Works with business owners to define and establish data quality rules, definitions and strategy consistent with department and organizational strategies and goals
    • Participates in the establishment of standards for measurable data quality and implements appropriate tools to monitor quality, completeness and adherence
    • Works collaboratively with Data Stewards from the business, clinical and IT areas to ensure data quality and availability while identifying gaps to be remediated
    • Works closely with Data Stewards from upstream and downstream systems to uniformly implement processes and standards that contribute to the data trustworthiness
    • Develops and compiles Data Governance Metrics from all domains and reports to the Data Governance Council
    • Document data quality and governance process best practices and ensure adherence and prepare periodic reports on the progress of data quality improvement
    • Develops and maintains relationships with business, IT and clinical leaders and stakeholders across the enterprise to facilitate collaboration and effective communication
    • Serves as a liaison with functional groups, manages relationships, leads planning and execution of multiple, simultaneous data governance initiatives: Data quality management, Master data management (MDM), etc.
    • Resolves issues, according to specified decision rights, prior to escalation to the Governance Council
    • Serves as a resource to all parts of the enterprise regarding data stewardship and coordinates collaboration across cross functional teams and interdependent data domains
    • Provides input to the development and maintenance of Data Governance DQ, MDM processes, standards and procedures according to industry best practices
    • Maintains an active awareness of data governance culture
    • Maintains thorough knowledge of how data is collected, maintained and interpreted in the organization
    • Supports governance of data assets for Enterprise Data & Analytics-related projects and initiatives
    • Supports life cycle of relevant data assets; specifically, define and implement policies and procedures for day-to-day operational and administrative management of data, including intake, storage, processing and transmission of data to internal and external systems/stakeholders
    • Utilizes and enhances methodologies and templates to capture pertinent information about data assets and data related attributes and characteristics
    • Obtains and shares information about data assets, analytics projects, data quality issues, initiatives and products through all available tools and on-line portals used by the BI Enterprise Data & Analytics Team: Metadata Catalog, Confluence, Jira, GitLab, Wiki, LinShare, Cherwell, BI Launchpad, PostgreSQL PG Admin, Tableau, and Hadoop
    • Assists with metadata management by creating clear definitions for consumable and reusable data assets
    • Document data lineage from source to destination and from an ontological perspective where applicable
    • Assists with reference table maintenance to establish and retain good source of truth for key data points used for lookup and mappings
    • Assumes responsibility for establishing data-quality metrics and requirements, including defining the values, ranges and parameters that are acceptable for data elements
    • Establishes procedures for detection and correction of data quality issues and collaborates with stakeholders to establish policies, procedures and internal controls affecting data quality
    • Performs ongoing evaluation of data samples from different data sources for content and quality, identification of anomalies and discrepancies and contribution of expertise to understand the root cause and implement corrective measures
    • Compile retention, archival and disposal requirements and ensure compliance with institutional policy and regulations
    • Works closely with business and clinical leaders, establishes controls, stewards and evaluates any suspected or actual breaches or vulnerabilities in confidentiality, integrity or availability and report them to management or information security personnel
    • Responds to stakeholder inquiries about data assets

    Qualifications

    Education and Experience

    • Bachelor's Degree in a health, science, computational, engineering or business with at least 3 years of experience with system analysis and design in the healthcare settings
    • Understanding of systems that generate transactional data, such as healthcare Electronic Medical Record (EMR) and Enterprise Resource Planning (ERP) systems (e.g., Epic, Cerner, Lawson, etc.) and how these systems are used. Knowledge of healthcare system standards such as HL7, X12 is a plus (preferred)
    • Knowledge, understanding and prior experience working with Data Management, Data Governance and Data Quality tools (preferred)
    • Experience in the clinical or business side of healthcare is preferred

    • Understand relational database management systems and develop proficiency in PostgreS and SQL server databases
