Establishes security protocols for the access, storage, backup, maintenance, reproduction, protection, and disposition of all documents. Being a Document Control Manager evaluates media formats and recommends storage requirements to protect and secure records/information. Develops and manages access and control procedures to comply with requirements for varying levels of security classifications specified by the governing authority. Additionally, Document Control Manager maintains auditing, monitoring, and change control systems to ensure document integrity, quality, and version control. Typically requires a bachelor's degree. May require security clearance. Typically reports to a director. The Document Control Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Document Control Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required. We are looking for a Capture Manager to join our team. The ideal candidate for the position is an experienced individual who is hard working with the ability to excel in a challenging, fast-paced government contractor environment.  The position location is remote, within the NCR, but will need to be available to attend meetings at SBG’s HQ office in Alexandria, VA as required.

     

     

    OVERVIEW

    The Capture Manager will establish and grow our business development pipeline efforts to capture those opportunities and build teams that can compete effectively and successfully in the Federal contracting marketplace. The Capture Manager will bring their relationships and expertise within the federal contracting space and extend the relationships with our existing clients. The successful candidate will have demonstrated experience supporting federal healthcare agencies including the Department of Veterans Affairs (VA), Defense Health Agency (DHA), and Department of Health and Human Services (HHS) (NIH, CDC, CMS, etc.).  The Capture Manager will lead the pursuit strategy for an opportunity throughout its lifecycle and will lead and/or coordinate all post-qualification gate reviews, pre-RFP activities, proposal color reviews, pricing, and final proposal submission.

     

    Responsibilities:

    • Develop and execute capture plans for new business opportunities, including lead generation and response management, in collaboration with the Business Development and Proposal teams. Ensure continuous improvement of capture processes.
    • Lead capture efforts from qualification through to proposal submission, build and maintain a robust pipeline of opportunities, and work collaboratively with Proposal Managers and Business Development team to develop winning proposals.
    • Responsible for the strategic development of existing and new customers through partnership and collaboration with business operations and executive management.
    • Provide guidance and leadership to capture teams, including Proposal Managers and Subject Matter Experts, to ensure delivery of high-quality, compliant proposals.
    • Participate in post-submission debriefs to identify areas for improvement.
    • Develop and maintain relationships with potential partners and key influencers inside and outside of Civil, Military, and Veteran Health Agencies, and identify and qualify opportunities that align with company goals and capabilities.
    • Ability to assist in developing a technology and customer-focused solution with specific emphasis on but not limited to the Federal medical, and healthcare sectors.
    • Build and maintain a comprehensive understanding of the competitive landscape in the government contracting industry, conduct competitive analysis and price-to-win assessments, and develop capture strategies and win themes to inform bid strategies.
    • Develop and maintain relationships with key stakeholders and partners, lead efforts to increase support of the missions of Federal Health.  
    • Work collaboratively with business and technology to understand the impact of customer priorities on new or emerging business opportunities and provide regular updates to senior management on capture efforts and progress toward targets.

    Qualifications


    • Bachelor's degree in analytics or technology in a related field.
    • Minimum of 7 years of experience in capture management, business development, and demonstrated analytic and technology experience.
    • Understanding of DoD, VA, and HHS (NIH, CDC, CMS, etc.) technical and contracting environments, vehicles, and constraints.
    • Understanding of Federal contracting pricing requirements and methodologies
    • Knowledge of the Federal Acquisition Regulations (FAR) and Defense Federal Acquisition Regulations Supplement (DFARS).
    • Proven track record of winning competitive contract opportunities in Federal Agencies.
    • Proficient with Microsoft Office Suite tools.
    • Experience with Shipley capture management methodology and Salesforce or similar CRM tools is preferred.
    • Excellent communication skills, including the ability to communicate effectively with stakeholders at all levels of the organization.
    • Must have the ability to travel as needed.
    • Must possess or have ability to obtain Public Trust and/or active DoD security clearance.
