    Make recommendations for the establishment of new, improved, or rescission of management policies to improve organizational and functional publications and forms management procedures.

    Conduct periodic review of existing publications and forms to determine their currency, appropriateness, and highlight those in need of consolidation, revision, or elimination.

    Manage the forms program and determines the propriety and necessity of all forms against existing higher headquarters forms and serves as final approving authority for their creation and usage.

    Assist in the management of the Freedom of Information Act (FOIA) and Privacy Act (PA) programs.

    Conduct training courses for personnel on Privacy Act program and develops effective lesson plans, clear and concise course material, effective outlines, and appropriate handout material.

    Qualifications

    In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Clerical and Administrative Support Positions.

    SPECIALIZED EXPERIENCE: Applicants must have at least one year of specialized experience equivalent to the GS-06 level (or equivalent in other pay systems) in the federal service in which equipped the applicant with the particular knowledge, skills, and abilities (KSA's) to perform successfully the duties of the position. Specialized experience is experience which may have been gained while assisting in managing administrative processes, policies, and procedures, including office records and files, information management theories, principles, practices, and techniques in order to provide guidance, interpretation, and advice to all customers, and editorial support in writing and preparing publications, forms and documents.

    COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100 percent. Then determine the education as a percentage of the education required for the grade level. Finally, add the two percentages.     KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

    1. Knowledge of the process to finalize publications and forms, management procedures, standards policies, and techniques to administer programs and ability in Microsoft Office application suite, Internet Explorer, Adobe LiveCycle Forms Designer, and Adobe Acrobat Professional and Viewer.

    2. Knowledge of the requirements to comply with the Privacy Act.

    3. In-depth knowledge of conducting staff assistance visits.

    4. Knowledge of editorial review processes and how to prepare written reports, supplemental instructions, and to write or present briefings.

    5. Skill in oral and written communications and ability to meet and deal with customers using a high degree of tact and diplomacy.

    6. Ability to interpret and apply a variety of regulations and conduct classroom training and instruction.

    PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

    VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment.
