Chief of Motor Vehicle Compliance and Investigations

    This position works closely with law enforcement and various legal and state agencies. They are responsible for the oversight and compliance of numerous DMV processes, procedures, laws, and regulations.

    Essential Functions

    Essential functions are fundamental, core functions common to all positions in the class series and are not intended to be an exhaustive list of all job duties for any one position in the class. Since class specifications are descriptive and not restrictive, incumbents can complete job duties of similar kind not specifically listed here. Monitors, evaluates, and analyzes compliance with DMV related laws, rules, regulations, standards, policies, processes, practices, and procedures by investigating and auditing DMV transactions, reviewing statistical activity reports, interacting with employees and customers, and investigating complaints or allegations of violations. � Manages investigations and audits of motor vehicle dealerships to determine compliance with licensing requirements. � Plans, develops, implements and directs statewide compliance and investigations programs including defensive driving, aggressive driving, commercial driver training schools, and fraud detection and remediation.� � Plans and directs the compliance and investigations unit by recommending and implementing new/revised policies, procedures, and programs and advising staff on technical, legal, personnel, and operational scenarios.� � Interfaces orally and in writing with staff, law enforcement (local, state, and federal), vehicle dealerships, state agencies, other states’ motor vehicle agencies, attorneys, court and law enforcement officials, and the public to gather information; increase public awareness; provide interpretations and explanations of laws, regulations, policies, and procedures; resolve problems; and render decisions not specifically prescribed by statutory or regulatory requirements.� � Plans, assigns, reviews, and evaluates the work of subordinate personnel.�� � Develops, prepares, justifies, and controls the Compliance and Investigations Unit budget, and provides input for and defends the Division’s annual budget requests. � Reviews legislation; evaluates and analyzes proposed and newly enacted laws and advises the Division Director on the feasibility of implementation and impact on current laws, rules, regulations, programs, and operations.� � Develops and evaluates training programs for employees.

    Job Requirements

    JOB REQUIREMENTS for Chief of Motor Vehicle Compliance and Investigations Applicants must have education, training and/or experience demonstrating competence in each of the following areas: Three years experience in conducting investigations which includes conducting interviews to obtain confidential information, gathering and analyzing evidence, and documenting findings. Three years experience in determining compliance with laws, rules, regulations, standards, policies, and procedures.� Three years experience in narrative report writing. Three years experience in interpreting motor vehicle and/or driver license issuance laws, rules, regulations, standards, policies and procedures. Six months experience in planning, developing, implementing and evaluating programs. Six months experience in staff supervision which includes planning, assigning, reviewing, and evaluating the work of others. Six months experience in developing policies and procedures. Knowledge of budget administration which includes managing, developing, analyzing and implementing budgets; developing strategic plans and establishing internal control.
