Job Description
Under general supervision, the Environmental Health Supervisor will oversee the Environmental Health Specialists of the department. Employee will supervise, train, and monitor the Environmental Health Specialists; and provides education through various venues. Employee works under the direction of the Director of Health & Code Enforcement and has daily contact with the public, requiring tact, courtesy and diplomacy. Employee performs supervisory work, planning, organizing, scheduling, assigning and evaluating the work performance of the Environmental Health Specialists. Employee assists in protecting public health through food sanitation inspections, food safety education and enforcement of violations.
Job Responsibilities
1. Supervises the Environmental Health Specialists in the Department that provide inspections of all types of food establishments including, but not limited to Foster Home, Group Homes, Restaurants, Mobile Food Vendors, Temporary Food Events and special events.
2. The Environmental Health Supervisor will also handle day to day administrative duties, monitors performance, oversees plan reviews, signing and verifying overtime statements, approving vacation leave, preparing work plans, and coordinates standardization food safety practices etc.
3. The Environmental Health Supervisor will also be responsible for obtaining supplies, uniforms, safety equipment, and tools needed by employees to perform duties in the field.
4. Attends various meetings involving one or more departments or agencies.
5. Enforces all health codes and ordinances pertaining to environmental control, food safety and city codes.
6. Assist in epidemiological investigations with other agencies.
7. Assist in plan review of food establishments.
8. Inspects swimming pools for operation and maintenance compliance.
9. Works with various electronic testing equipment and devices.
10. Operates, maintains and services mosquito and bee control equipment.
11. Assists in vector control and emergency management activities.
12. Assists in conducting Rodent Control inspections.
13. Investigates Public Health nuisance complaints related to food service, environmental health and wastewater public nuisance abatement.
14. Conducts all functions and tasks as a designated representative by enforcing the Texas Natural Resources Conservation Commission (TNRCC) Rules and Regulations for on-site sewage facilities (OSSF) within the City limits of McAllen (or) upon certification if assigned.
15. Serve as the food safety standardizing officer for the City of McAllen.
16. Observes departmental attendance requirement.
17. Reviews and Endorses food safety inspections on a regular basis,
18. Position requires driving City units.
19. Performs other related duties as assigned.
Knowledge, Skills and Abilities
Minimum Requirements
1. Job requires an accredited high school diploma or GED equivalent.
2. Job requires a valid Code Enforcement Officer Certification and registration under the Texas Department of Licensing & Regulation, which must be obtained within one (1) year of employment, or a Professional Registered Sanitarian license and Texas Department of Licensing & Regulation (TDLR), which must be obtained within two (2) years of employment.
3. Must be able to obtain Non-Commercial Government Pesticides Applicator License with the first (1) year of employment.
4. Job requires one (1) year Supervisory level work experience in Environmental Health, Retail Food Safety Work, Food Regulation experience or related field.
5. Job requires a valid Texas Class "C" Driver’s License.
6. Must be able to effectively communicate in both English and Spanish.
7. Must have knowledge of job related equipment, operation and maintenance.
8. Must be customer-service oriented, have a customer friendly attitude and professional appearance at all times.
9. Must be able to work effectively under pressure and respond professionally to public complaints and difficult situations with the general public.
10. Must be able to communicate effectively, at all levels, both orally and in writing.
Physical Requirements
1. Works outdoors on frequent basis, carries and lifts up to 60-80 lbs. on an occasional basis and 30 lbs. on a frequent basis. Job may require additional physical demands.
Additional Information
1. Work schedule includes some unusual working hours, irregular hours or shifts, as evenings, weekends, holidays, and during hurricane or other emergency response situations, and may involve occasional travel.
2. Employee has supervisory responsibilities.
3. This is a safety sensitive position subject to drug and alcohol testing.
