Solid Waste Compliance Specialist - Environmental Health Manager III

    This position is located in the Solid Waste Compliance Section of the Compliance and Enforcement Division of the Bureau of Land and Waste Management. The individual will be responsible for planning, coordinating, and performing advance duties related to solid waste compliance and inspection activities.


    Job Duties:
    • Coordinates and conducts five-year compliance reviews of permitted solid waste management facilities.
    • Coordinates compliance findings with appropriate Department personnel 
    • Initiates actions to ensure compliance with solid waste management regulations by issuing compliance letters or drafting enforcement referrals
    • Provides technical assistance and advice to the public, public officials, consultants, and Department personnel on solid waste matters
    • Assists Regional staff with performance of inspections and compliance investigations to ensure consistency in solid waste management programs
    • Assists in the development and implementation of relevant training for solid waste inspectors
    • Develop SOPs and electronic forms for solid waste inspections
    • Manages and maintains the training programs for Transfer Station Operators, Class 2 and Class 3 Landfill Operators
    • Tracks and manages certification renewals and CEU credits
    • Ensures that Division needs are captured in electronic databases 
    • Performs other duties as assigned



    A master's degree in the natural or physical sciences* or related technical field and one year of environmental health or related experience; or a bachelor's degree in the natural or physical sciences* or related technical field and two years of environmental health or related experience; or an associate degree in the natural or physical sciences* or related technical field and four years of environmental health or related experience; or a high school diploma and six years of environmental health or related experience.

    *These fields include but are not limited to branches relating to Physics, Chemistry, Earth Sciences, etc.

    Additional Requirements:
    • Experience using personal computers, Microsoft Word and Excel
    • Must be able to handle multiple tasks daily in and effective manner
    • Must be able to communicate effectively both orally and in writing in a clear and concise manner
    • Must be able to follow detailed inspection procedures and policies
    • Must be able to comprehend and apply statutory and regulatory requirements for regulatory inspections
    • Must have sound knowledge and experience in regulatory compliance and/or enforcement
    • Must able to lift 50 pounds
    • Must be available for routine in-state travel, some out-of-state travel, and limited overnight travel
    • Must have a valid driver's license, 10-year driving record that complies with State and Agency Fleet guidelines, and the ability to drive a state vehicle

    Institutions of higher learning must be recognized by the Council for Higher Education Accreditation.


    • A working knowledge of Solid Waste Regulations and Statutes
    • Experience working on and/or performing Solid Waste Program inspections and compliance activities
    • Experience conducting training on topics related to environmental regulatory requirements
    • Experience with ePermitting
