Estimating Manager manages the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Manager incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Implements a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Manager depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Typically requires a bachelor's degree. Typically reports to a director. The Estimating Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Estimating Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.   • Engineer Sr, Estimating & Planning will perform research, data gathering, and analysis of technology and business roadmaps for the purposes of producing Class 5 and Class 4 estimates, associated engineering, and schedules associated with Intake, Conceive and Validate stage gates. Produce reports and presentations interpreting results for stakeholders and customers. Following standards using engineering principles; participate with engineering functions as needed for company initiatives requiring interdisciplinary leadership.  Essential Duties:
    • Participate in Intake, Conceive and Validate process to establish budgets, schedules, and resource needs.
    • Participate with lifecycle analysis of new and existing systems.
    • Participate in developing short and long-range company objectives, plans, and budgets.
    • Utilize the standards / specifications developed by the Lifecycle team; coordinates with Lifecycle and Delivery on an ongoing basis to maintain current standards and cost models.
    • Work with cross functional teams to define project requirements and planning necessary to deliver quality products on time.
    • Document and produce capital expense and forward-looking plans consistent with the technology roadmap.
    • Support business case development for new product and network initiatives; aiding with capital and operating expense validation in new product request.
    • Document capacity usage, traffic plans and engineering risk analyses in support of company plans.
    • Provide support with development of requirements for new initiatives and products that require new Network capabilities. Requirements include system design, standards compliance, availability targets, operating performance metrics, operational support, and staff training.
    • Support and participate in proposals, RFP/RFI/RFQ, and other similar sales responses; design solutions across multiple disciplines (Cloud, Security, Professional Services, UC, Transport, etc.) with; supporting literature, diagrams, write-ups, presentations, demos, etc.

    Knowledge, Skills and Abilities:

    • Ability to take direction and complete specified tasks on schedule. Must be capable of working independently and within a team.
    • Must possess excellent written and verbal communication skills.
    • Experience and knowledge using Microsoft Word, PowerPoint, and Excel.
    • Previous study of engineering, applied statistics, and mathematics is highly desirable. Demonstrated abilities in the areas of applied statistics and mathematics. Ability to produce mathematical models using computer tools is required.
    • Understanding and/or performing and interpreting engineering calculations
    • Understanding of communications systems and their applications.
    • Aspects of position to include inside/outside work; noise; standing; hot/cold temperatures; vibration; cramped quarters; angry customers, vendors, or employees; travel; flexible schedules; overtime, weekend, holiday or before hours work, working at heights; if applicable.

    Certifications: Industry specific certifications are highly valued and may contribute toward education.

    Position Title:          Engineer Sr, Estimating & Planning

    Grade:                        E09

    Senior Engineer, Estimating & Planning is dependent upon having a funded position and on having a legitimate business need in the department.  This is not a natural progression path within the job family and must be approved by the department head and meet qualifications. Requires the ability to perform highly complex and diverse duties under deadlines and operating constraints.

    Additional Job Requirements: This is an expert advance level position for the engineering professional.  Must function as the subject matter expert requiring the ability to perform highly complex or unique special work assignments under deadlines and operating constraints. Must have a comprehensive understanding engineering calculations, design, and implementation for further review by senior staff. Receives work assignments of a higher level but also receives general guidance, periodic review and direction from the supervisor. Participates in larger projects and can be counted on to complete specific assigned engineering tasks on time and within budget costs. Perform research, data gathering and analysis of technology and business roadmaps. Provides Class 5 and Class 4 estimates, engineering, and schedules associated with Intake, Conceive and Validate stage gates. Participate and assist with engineering functions as needed for company initiatives requiring interdisciplinary leadership. Provide basic mentorship and leadership of other junior staff in areas of expertise. Develop and cultivate inter-departmental relationships. Position is expected to provide leadership, oversight, and mentoring to junior engineers. Requires advanced working knowledge and technical expertise in area of responsibility and company policies/procedures. Must be able to provide functional leadership.

    Essential Duties of Position: 
    • Participate in Intake, Conceive and Validate process to establish budgets, schedules, and resource needs. 
    • Support business case development for customer, new product, and network initiatives; aiding with customer facing, capital, and operating expense validation.
    • Assist with documenting and producing budgets and forward-looking plans consistent with the technology roadmap.
    • Assist and participate with lifecycle analysis of new and existing systems: document phase-out schedules and plans.
    Minimum Qualifications: 
    • Minimum twelve (12) years of experience in any combination of: data science, radio frequency, switching, packet or other telecommunications telecommunication technologies. 
    • High School diploma or equivalent required. 
    • Bachelor of Science Degree in electrical engineering, mathematics, computer science, physics or related field required. 
    • Or a combination of relevant work experience and/or education sufficient to perform the job may substitute for the degree on a year for year basis.  
    • Higher level education: i.e., Masters and PhD degrees in Engineering highly valued and may contribute toward professional experience required.

    Physical Requirements: Physical effort may include stooping, kneeling, touching, feeling, reaching, standing, walking, pushing, pulling, lifting, grasping, talking, hearing, and repetitive motions.  Clarity of vision to see near, mid-range, and color. Ability to lift and carry up to 25 lbs.

    Working Conditions: The work area must be quiet and free of distractions. Lighting must be adequate and without glare. Distracting noises should be kept to a minimum. The employee’s desk must be adequate, designed to safely accommodate the equipment the employee must use, e.g., computer, printer, keyboard, monitor etc. The employee must have reliable connectivity to the internet to access GCI via VPN. Employee workstation must comply with GCI’s ergonomics standards. 

    The company and its subsidiaries operate in a 24/7 environment providing critical services to Alaskans and may need to respond to public health and safety matters or other business emergencies. Due to business needs employees may be contacted outside of the core business hours to respond to the immediate emergency. As such, you will be requested to provide emergency after hours contact numbers, to include your home and cell phone numbers if you have those services.

    Driving Requirements (if applicable):  Must possess a valid driver’s license, proof of insurance, satisfactory driving record.  Use of personal vehicle may be required.
