Being an Estimating Manager incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Implements a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Manager depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Typically requires a bachelor's degree. Typically reports to a director. The Estimating Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager.     Job Summary:

    The Pricing & Estimating Manager is responsible for the development of pricing and estimates in response to any business opportunity requiring services or in response to a Request for Proposal (RFP). This position should be knowledge of pricing and estimating trends and methods in the government contracting arena. This includes allocating available material and labor resources within estimates; honoring the constraints of scope, schedule, and budget as defined in the pricing and estimating approach; and developing operational budgets based on submitted estimates or internal budgetary needs.

    Supervisory Responsibilities:

    • Ensures all pricing and cost submissions are accurate, complete, and timely
    • Lead internal departments, consultants, and other resources in support of pricing, estimates, and submissions
    • Assist with developing profitable winning pricing and estimating approaches
    • Assist with constructive and timely performance evaluations
    • Assist with time management of the team to complete tasks promptly

    Duties/Responsibilities:

    • Identify and develop pricing and estimate elements from RFP or provide requirements
    • Develop estimates of labor, materials, subcontractors, and other direct costs based on a request for proposal (RFP) data or provide requirements
    • Prepares bid-information sheets or documents
    • Reviews all necessary documents that need to be submitted with the bid proposal
    • Reviews bid documents and understands the scope of work to bid
    • Attends bid meetings and or site visits
    • Prepares cost analysis by recapitulating material, labor, equipment, subcontractor, and overhead costs
    • Develops and maintains resource information on products, vendors, subcontractors, government requirements, etc
    • Organizes and manages a centralized cost estimating database and a formal process to support cost estimating to ensure historical data is utilized
    • Prepares scope of work for sub-contracts in support of sub-contract agreements
    • Develop Earned Value Management (EVM) program analysis, models, and reports as required
    • Develop and provide inputs into the spending plan requirements formulation process, Resource Allocation Plan (RAP), Resource Allocation Decision (RAD), CTD Monthly Financial Reviews, and Mid-Year Program Management Reviews in support of operations as required
    • Prepare Estimate Risk Analysis and make contingency recommendations
    • Interfaces with other individuals in the organization to obtain support and commitment to the cost estimates
    • Computes cost factors and prepares estimates used for management purposes such as planning, organizing, and scheduling work; preparing bids; selecting vendors or subcontractors, and determining cost-effectiveness
    • Develop and submit wage adjustments (WA) and request for equitable adjustment (REA)

    Required Skills/Abilities:

    • Proficient in written and oral communication skills according to skill requirements
    • Possess strong computer skills, able to read, write, and comprehend written instructional documents
    • Ability to function well in a high-paced and, at times, stressful environment
    • Ability to add, subtract, multiply and divide in all units of measure, using whole numbers, common fractions, and decimals
    • Ability to compute rate, ratio, and percent and to draw and interpret bar graphs
    • Ability to calculate figures and amounts such as discounts, interest, commissions, proportions, percentages, area, circumference, and volume
    • Ability to apply concepts of introductory algebra and geometry
    • Proficient Microsoft Office productivity suite
    • Strong understanding of mathematics and ability to understand, analyze, compare, and interpret detailed information, and to be able to make sound and accurate decisions

    Education and Experience:

    • High school diploma or equivalent
    • Associate Degree in Engineering or Construction Management or Business Management or accounting or a related field, Bachelors Degree preferred
    • At least five years of cost estimation experience
    • Must have in-depth knowledge of estimation formulas
    • Must have in-depth knowledge of Project Controls, Cost Engineering, Scheduling, and Estimating
    • Must have a fundamental knowledge of the Federal Acquisition Regulation (FAR) and different cost and accounting models
    • Must have a fundamental knowledge of the Defense Contract Management Agency (DCMA) procurement for government contractors
    • Experience with using estimating solutions such as RS Means or other cost estimating
    • Knowledge and experience in developing and submitting wage adjustments and request for equitable adjustment is preferred

    Physical Requirements:

    • Prolonged periods of sitting at a desk and working on a computer
    • Occasional periods of prolonged exposure to loud noises
    • Ability to lift up to 25 pounds at times
    • Ability to stand, walk, and reach with arms and hands as necessary
    • Ability to hear and see to position and safety requirement levels
    • Occasional exposure to elements such as heat, cold, noise, dust, dirt, and chemicals

    Special Qualifications/Requirements:

    • Must be able to successfully pass as required a federal, state, or local government's background investigation
    • Must have a valid state driver's license
