Estimating Manager manages the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Manager incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Implements a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Manager depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Typically requires a bachelor's degree. Typically reports to a director. The Estimating Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager.   • POSITION SUMMARY

    This position is accountable for the preparation of estimates, takeoffs, and gathering information required for project proposals. Activities of the incumbent include working closely with the project team(s) to ensure success in the bid proposal and award process.

    SPECIFIC RESPONSIBILITIES

    • Reports to and works closely with the VP of Operations and the Project Management Team to help ensure success in the bid estimation process for marine construction projects.
    • Leads efforts to develop comprehensive plan and timetable to complete project estimates that may be assigned.
    • Conducts investigation of potential project site accompanied by job sponsor.
    • Prepares listing of bid items for review by the Project Management Team.
    • Performs quantity surveys to develop a basis for cost estimates.
    • Personally, contacts all material suppliers and subcontractors involved in a given project and solicits quotations on needed bid items.
    • Collects all quotations and enters data into the project management information system regarding quote and survey information.
    • Organizes estimates, quotations, notes, plans, and other pertinent data for final pre-bid review and leads discussion of individual bid items.
    • Assists in the review and analysis of bid documents for items relating to project risk, cost, or company capability.
    • Prepares all bid documents and arranges in work sheet form.
    • Assists in the establishment of proper sequencing of construction, labor requirements, and productivity.
    • Supervises preparation of man-hours and unit production for the various items in the project.
    • Maintains and updates vendor files for various construction materials and subcontractors.
    • Maintains high integrity in all dealings, including especially interactions with subcontractors, venders, and clients.
    • Participates in Safety and Environmental initiatives that will contribute to compliance of State/Federal regulations and improve existing Company programs.

    POSITION REQUIREMENTS

    A B.S. Degree in Civil Engineering/Construction Management or related discipline and a minimum of Fifteen (15) years of experience, or equivalent work experience is required. Prior estimating experience in industrial construction, with emphasis on heavy civil and industrial concrete is required. Experience with heavy civil marine, structural concrete and light commercial concrete is of benefit. Ideally, the incumbent must have familiarization with Project Estimating, Industrial, Marine or Commercial Concrete Construction Materials, Procurement, Construction Estimating, Scheduling, Project Tracking Software, Cost Control, Project Standards, and Safety & Environmental Compliance.

    Position will initially be an individual contributor with a managerial perspective, taking ownership of the overall work product and coordinating with internal and external contributors as needed. As business segment grows, the ideal candidate will be able to recruit and manage additional estimating staff in order to support the division.

    The incumbent must be qualified and physically able to drive regular passenger vehicles to visit work locations and potential project areas; must maintain a current passport; possess excellent computer skills; and have the ability to interface well with employees at all levels of the organization.

    The Company expects and requires incumbent and each of its other employees to observe and fulfill the above and all other safety responsibilities and actively work toward maintaining a safe workplace.     PHYSICAL/MENTAL REQUIREMENTS

    The incumbent must be able to perform the essential functions of the job with or without reasonable workplace accommodation.

    The individual must also be able to wear and properly utilize appropriate personal protective equipment (PPE) to work or visit within areas where it is required. This includes hard hat, safety glasses, respirators, ear plugs, steel toed shoes, personal flotation devices, or other protective equipment as required by the work performed and location the work is being done.

    The incumbent must possess the ability to remain calm during emergencies and respond appropriately as dictated by the circumstance of the incident and as directed by the Safety Representative or other management personnel. Must be capable of evacuating the work area in a timely manner should an emergency situation arise.

    In addition, must also be capable of:

    • Walking, stepping, climbing, or otherwise moving from one location on the job site to another, and normally involves physically getting onto and off of work barges, boats, vessels, or dock facilities of varying heights and access parameters.
    • Standing, stooping, kneeling, squatting, climbing, or sitting for long periods of time.
    • Adapting to extreme temperature changes.
    • Adapting to outdoor conditions and prolonged exposure.
