Estimating Manager manages the estimating function and develops standards, procedures, tools, and methodologies to produce cost estimates for technical projects based on work scope, specifications, and proposal or contract requirements. Establishes processes to perform analysis of project requirements, plans, and specifications to identify labor, material, equipment, and service requirements. Being an Estimating Manager incorporates benchmark data, trends, and historical pricing to generate detailed cost estimates that consist of itemized lists of expenses, labor hours, material quantities, and potential cost variations. Implements a workflow and system for scheduling and processing estimate requests and communicating with stakeholders. Additionally, Estimating Manager depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Typically requires a bachelor's degree. Typically reports to a director. The Estimating Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be an Estimating Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required. Manage and lead area office or work discipline estimating effort toward profitable backlog in support of Austin Bridge & Road’s organizational goals.

• Past cost analysis and maintenance of past cost history
• Ensure compliance with standard cost code structure
• Manage and lead team of estimators
• Assist and contribute in all aspects of the estimating and bidding process
• Coordinate with operations to determine appropriate and best pursuits
• Assist in risk analysis and risk mitigation relative to pursuits
• Strong oral and written communication skills
• Full understanding of market and market conditions and strong relationships with local business partners
• Ethics and integrity in accordance with Austin core values and company policy
Qualifications Required for this Position
• Education - Civil Engineering or Construction Management degree
• Experience - 15 years of project management, project controls, and estimating experience. Proven track record, strong leadership skills, and experience managing complex projects and estimates in excess of $100 Million
Specific Duties and Responsibilities
• Determine appropriate pursuits with input from operations and communicate to company management
• Schedule estimating resources toward meeting required deadlines and mitigate resource conflicts
• Verify that company policy is followed regarding contract review process
• Assist in risk analysis, review, and mitigation
• Verify that appropriate contract requirements are met and any associated cost is included in estimates
• Oversee estimating process and direct estimators in proper estimate preparation
• Review pre-bid schedules for accuracy and compliance with project requirements
• Participate in bid review process toward providing the right cost for project conditions
• Review business partner quotes and assist in determining proper scope and risk coverage
• Review and verify bid submission for appropriate pricing and accuracy
• Maintain proper procedures for project buyout to maintain integrity and ethical treatment of business partners
• Maintain current market rates for labor, equipment, and bonds, and standard templates for estimates
• Maintain bid history for area or discipline
• Maintain past cost history for area or discipline
