Depending on the complexity and type of project, may use different estimating methods, mathematical models, or specialized estimating software tools to generate estimates. Additionally, Estimator - Cost provides guidance and training on estimating best practices. May require a bachelor's degree or equivalent. Typically reports to a manager. Working team member that may validate or coordinate the work of others on a support team. Suggests improvements to process, is a knowledge resource for other team members.     JOB DESCRIPTION AND RESPONSIBILITIES


    Subcontractor shall provide Project Control and Estimating support services to the NNSA Capital Projects mission being performed by Savannah River Nuclear Solutions (SRNS), LLC. The primary focus of these support efforts shall provide assistance and support to the SRNS NNSA Capital Projects initiative by the valuation of the various project scopes, costs, schedules, and management plans and development of support procedures and processes for project integration interface with engineering and procurement.


    Provide personnel for project controls to support the SRNS NNSA Capital Projects, Project Controls and Estimating operations, including the following:

    • Produce estimates in a manner that meets SRNS procedure requirements
    • Integrate with schedule and supporting cost narrative
    • Coordinate task analyses, durations, and quantities with cost and schedule engineers
    • Communicate potential issues and resolutions to Project Management daily
    • Create reasonable and realistic estimates as demonstrated by the basis of backup documentation
    • Utilize schedule, basis of estimate, and work breakdown structure (WBS) data dictionary
    • All work shall be performed using SRNS systems/software. Create reasonable and realistic estimates as demonstrated by the basis of backup documentation
    • Mentor and train all personnel regarding the estimating techniques that are approved by the FAR and the manner in which SME input may be used in the estimating process
    • Define estimating approaches to be used for each WBS
    • Develop detailed estimates
    • Define assemblies (e.g., work crews) if needed and program into integrating software
    • Work with subject matter experts (SME) and Supply Chain to define scope of and issue RFQs for subcontracts
    • Work with Procurement to obtain pricing backup for labor and non-labor resources
    • Review and QC estimate and pricing backup
    • Issue resource quantities by WBS and P6 activity for loading into P6Utilize schedule, basis of estimate, and work breakdown structure (WBS) data dictionary

    REQUIREMENTS


    Experience:

    • Estimating experience on a DOE Capital Line-item Project(s).
    • Estimating experience with InEight software (5 to 10 years).

    Travel

    When authorized outside the CSRA as part of this subcontract, travel expenses incurred in performance of this Task shall be reimbursed in accordance with the travel practices established in the Basic Order Agreement (BOA) terms and conditions.


    Work Hours:

    A 40-hour work week is scheduled. SRS utilizes various work schedules, including 5/8s (8 hours/day; five days per week), 4/10s (10 hours/day; four days per week), and a 9/80s (9 hours/day, five days on week A and 4 days on week B). Work week excludes SRNS holidays. Each workday has a 30-minute lunch.


    Area Security Clearance:

    An active DOE clearance is not initially required to perform assigned duties. Candidate(s) must have the ability to obtain and maintain a DOE "Q" security clearance.
