Summary:
Under limited supervision from the Senior Director of Facilities Services, provides leadership, direction and guidance to assigned staff with the objective of keeping all campus facilities operating safely and in compliance with all codes and regulations. Works closely with hospital executive leadership to provide the highest quality healthcare facilities for patients and staff. The role of a Director of Facilities Construction in a hospital is crucial for overseeing and managing construction projects within healthcare facilities. Manages the Capital Projects and Property Management departments.
Responsibilities:
Responsible for ANTHC campus facilities construction operations by leading, directing and coordinating activities consistent with organizational goals, objectives, and policies. In the absence of the Senior Director, the Director of Facilities Construction is responsible for preventative maintenance, facility repairs, energy management, grounds maintenance and property management through in-house staff and contracts.
Works closely with other teams performing capital improvements to initiate, formulate, and manage hospital construction, renovation and/or alteration programs. Reviews design drawings, basis of design, and specifications to assure conformance with code and program requirements. Provides recommendations on code requirements specific to health care facilities. Conducts or participates in the construction surveys as required.
Assures compliance with all safety policies and procedures, Occupational Safety and Health Administration (OSHA) rules and regulations, other safety regulations and various funding agency construction requirements.
Leads the Facilities Design and Construction teams by communicating with and developing staff members and building consensus for programs and goals that supports ANTHC mission.

Responsible for the development and management of the facilities operations budget, resource allocation, identifying and implementing cost-saving measures, and monitoring and analyzing financial performance.
Establishes metrics to manage key elements of the Facilities operational performance required to meet both customer and financial expectations. Establishes performance goals, allocates resources, and assesses policies for executive leadership. Develops, establishes, and directs execution of operating policies to support overall ANTHC policies and objectives.

MINIMUM EDUCATION QUALIFICATION
Master’s Degree in Construction, Project or Business Management or a technical curriculum relevant to this position. Progressively responsible relevant construction work experience may be substituted on a year-for-year basis for college education.
MINIMUM EXPERIENCE QUALIFICATION
Non-supervisory - Six (6) years of professional-level experience in engineering or construction.
AND Supervisory - Three (3) years supervisory or leadership experience in a manager or director level position
PERFERRED CERTIFICATION QUALIFICATION
Certified Construction Manager (CCM) Certified Healthcare Constructor (CHC) Certified Healthcare Facility Manager (CHFM)
PREFERRED EXPERIENCE QUALIFICATION Health facilities management experience in the Alaska Tribal Health System and/or with Alaska Native Tribal Health Consortium is preferred.
