    WHAT YOU WILL BE DOING:

    Performs responsible technical work in the daily administration and operation of the Town’s Geographic Information System (GIS) services.

    An employee in this class is responsible for the daily management of Geographic Information System (GIS) components, which includes the collection, verification, analysis, querying, storage, archiving, distribution and maintenance of information related to physical phenomena. Work includes the collection and verification of data; maintaining accurate and current metadata; creating layers, layouts and analyses in response to requests; creating interactive web maps and data; maintaining GIS software; advising Town department users, and working with outside consultants, Town staff, County staff, and neighboring municipal GIS staff to coordinate usages.

    This employee works under the supervision of the GIS Administrator and develops GIS-based solutions to respond to various department and Town needs and requests.

    A SAMPLE OF THE ESSENTIALS:

    • Manages (i.e. collects, obtains, analyzes, queries) and provides quality assurance of geospatial data.
    • Maintains, archives, and distributes geospatial data while assuring its effectiveness by keeping the
      associated metadata current and accurate.
    • Designs and outputs maps and graphics as visual representations of geospatial data and analysis;
      creates maps and presents data as requested.
    • Reviews requests for special maps and data layers, estimates time of completion, and produces
      analysis, queries maps for use by town departments, outside agencies and the public.
    • Trains new users on GIS software and assists users in finding spatial information.
    • Creates and maintains a wide variety of databases and maps for assistance in data analysis, decision
      making, documentation, and presentation.
    • Provide solutions using GIS, other technical knowledge and professional standards to find
      one or more possible solutions that meet user’s needs.
    • Participates in an internal, town-wide major user group to advance standardization,
      centralization (where appropriate) and shared usage within the Town’s overall GIS
      implementation.
    • Creates and updates interactive web maps and data on the Town’s online mapping site.
    • Compiles and integrates geospatial data from outside sources; analyzes errors in digital file
      exchange and corrects errors.
    • If assigned, supervises daily tasks of GIS Technician(s) and/or Specialist.
    • Performs other duties as required.

    WHAT YOU'LL NEED:

    Graduation from an accredited college or university with a four-year degree in GIS, geography, planning, or related field and considerable experience with GIS software and in data analysis; or any equivalent combination of education and experience.


    Special Requirement:

    GIS-P certification, MGIST, or ability to attain such certification in timeframes specified by the Town.

    • Thorough knowledge of geographic and GIS principles.
    • Thorough knowledge of the operation of GIS software, hardware, and related peripherals.
    • Thorough knowledge of cartography and visual communication, including but not limited to design,
      aesthetics, and presentation.
    • Thorough knowledge of web-based GIS and presentation including public web application
      development.
    • General knowledge of the Town’s zoning, land use, and other related ordinances.
    • General knowledge of municipal assets and systems such as utilities, transportation and public
      works.
    • Highly skilled in the use of GIS software, particularly ESRI based applications.
    • Skilled in the use of Cityworks, AutoCAD and Adobe Creative Suite.
    • Ability to perform complex analysis of GIS and related data to solve problems, analyze data for
      trends or relevant findings, prepare written and graphical representations for management, the
      Council and/or the Public.
    • Ability to interpret local ordinances as well as North Carolina General Statutes.
    • Ability to read blueprints, tax maps, recorded plats, construction drawings, and other development-related
      drawings.
    • Ability to understand and carry out complex written and oral instructions.
    • Ability to establish and maintain effective working relationships and communicate effectively with
      surveyors, contractors, developers, staff from other municipalities, Town departments, and the
      general public.
    • Ability to determine alternative means to display a variety of information and to utilize databases
      and GIS technology to effectively present information for use by others.
    • Ability to solve technical issues with various software and hardware.
    • Performs related duties as required.
