Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager.   • Summary:

    Under the immediate supervision of the Deputy Director functions as a program manager for the management of grant writing and grants administration functions of Chugachmiut along with other duties as assigned. Assignments will be performed with considerable independence, and require application of initiative and creativity. It is of utmost importance that the Grants Administrator ensures that all communications for which he/she is responsible, both written and verbal, meet the highest standards of accuracy and professionalism. Directly supervises the Tribal Grants Writer ensuring collaboration and meeting the grant requirements of the communities of the region.

    Essential Duties and Responsibilities:

    In conjunction with the management team, this position is responsible for defining and developing Chugachmiut’s strategic direction in grants administration. Responsible for implementing and managing Chugachmiut’s granting processes, including the deployment of training and other duties that will enhance organizational efficiency and support a culture of continuous improvement, creation of value and customer satisfaction.

    • Research and identify potential sources of grant and contract opportunities
    • Identify related to Chugachmiut and Tribal strategic plans and provide resulting information to Chugachmiut management and Tribal staff.
    • Assist Tribes and Chugachmiut in assessing the likelihood of funding, potential benefits and restrictions. Identify requirements such as in-kind contributions, cash contributions, contract support caps, cash flow, and time lines in order to assess the value of submitting a proposal. Evaluate existing resources including available staff, office space, and other resources for accomplishing a program. Provide a monthly newsletter to Chugachmiut management or Tribal staff of the potential funding sources and barriers.
    • Maintain electronic application files. Share files with Chugachmiut management and Tribal staff involved in the application.
    • Utilizing established Chugachmiut grant writing processes, develop and maintain schedule for completing grants or contract proposals including requirements for resolutions and submission deadline.
    • Monitor status of proposals.
    • Develop internal administrative systems, plans or other documents as necessary to fully implement administrative authorities and obligations of Chugachmiut.
    • Provide technical assistance to division directors, program managers and member Tribes regarding grant compliance and reporting.
    • Participate in scheduled evaluations of grants and projects monthly or quarterly with Chugachmiut Management and Tribal Staff or more frequently as indicated to discuss: 1.) Budget & YTD & expected ending balance and allow ability of current and future expenditures, 2.) Reporting/Programmatic requirements coming (annual report, and changes in rules and regulations, 3.) What funding will be needed after the grant is over or if additional funding is needed to expand the program and further the goals of the current project success?
    • Acts as liaison, or primary point of contact regarding grant regulations and compliance between Chugachmiut and any of the following entities: federal agencies, member Tribes, individual tribal members, other tribes, consortia, and other entities.
    • Develop and maintain a training program focused on enhancement of skills related to writing, administration and implementation of federal, state, or private grants. Duties include but are not limited to determination of the type, extent, and scope of specific materials, supportive personnel, facilities, equipment, and supplies necessary to implement the program.
    • Responsible for formulation of goals, establishment of priorities, development of action plans, and preparation and execution of policies and operating procedures for the training program.
    • Draft and maintain the training materials into a standard format.
    • Ensure that the training materials are developed and planned to maximize Tribal participation.
    • Prepare quarterly report of all grant administration activities.
    • Coordinate and assist with other organizational activities as requested.
    • Travel to communities to work on village proposals as necessary.
    • Participate in Chugachmiut and Tribal workshops and provide instruction in grant writing and compliance.
    • Conforms to safety policies and general housekeeping practices.
    • Demonstrates sound work ethics, flexible, and shows dedication to the position.
    • Demonstrates a positive attitude, is respectful, and possesses cultural awareness and sensitivity toward clients and co-workers.

    Qualifications and Skills:

    • Bachelor's degree in public administration, business management, or related field. Three years of progressively responsible experience related to the work is required.
    • A combination of work experience and education and conclusively demonstrating the ability to do the work may be substituted for a degree.
    • Evidence of significant successful program management and grant/proposal development.
    • Must have demonstrated proficiency in the areas of writing, proofreading, quality control and attention to detail.

    Knowledge, Skills, and Abilities:

    • Knowledge of state and federal grant and contract regulations and procedures
    • Knowledge of Tribal governments and the needs and resources of small rural communities.
    • Knowledge of organization development and function.
    • Knowledge of customer service concepts and practices.
    • Skilled in researching, reading, interpreting, and writing grants.
    • Skilled in planning, organizing, and prioritizing tasks.
    • Ability to manage time and workload to meet deadlines for submission of proposals and reporting requirements.
    • Must be able to work independently with minimal supervision.
    • Ability to express ideas and recommendations clearly and concisely in writing and orally.
    • Ability to manage time and in conjunction with other members of the organization carry out the workload to meet deadlines and requirements for development, management, and reporting of all Chugachmiut grants, compacts, and contracts including tribal resources as requested.
    • Ability to establish and maintain effective working relationships with community leaders, public officials, and constituents.
    • Ability to demonstrate a high degree of proficiency in Office production software programs such as Microsoft Word; Excel; PowerPoint; Outlook; and have the ability to provide informal training as needed.
    • Entrepreneurial and strategic approach to work; exercises initiative and good judgment in problem-solving.

    Physical Environment:

    The following demands are representative of those that must be met by an employee to successfully perform the essential functions of this job. The position requires the ability to sit for a long period of time, normal range of hearing and eyesight, eye-hand coordination, and manual dexterity to operate office equipment such as computer keyboard, photocopier, telephone, calculator, and may be required to lift approximately 30 pounds. Travel to remote locations by boat, snowmobile, ATV, or small plane is required and employees must be willing and able to travel.

    Hours of Work:

    Hours of work are Monday to Friday, 8:30 a.m. to 5:00 p.m., with one hour for lunch. Chugachmiut maintains a drug and alcohol and/non-smoking work environment.
