Grants Administrator administers the financial control processes of grant activity throughout the grant lifecycle for awarded or received grants to ensure compliance with grant provisions, regulations, standards, timelines, and reporting requirements. Being a Grants Administrator prepares and submits financial reporting and performs accounting tasks related to managing grant funding received. Tracks and reconciles grant account budgets and expenses. Additionally, Grants Administrator submits any additional information or documentation required by the grant funder. Follows grant accounting best practices and complies with legal regulations. Requires a bachelor's degree. Typically reports to a manager. The Grants Administrator work is generally independent and collaborative in nature. Contributes to moderately complex aspects of a project.   • SUMMARY

    The Grants Administrator is responsible for overseeing and administering activities related to the development and monitoring of federal, state and other transit grant programs. The position provides financial management of grants, including monitoring and reconciling contract budgets; ensuring compliance with reporting requirements; and assists in budget development. The Grants Administrator serves as a liaison to the Federal Transit Administration and the Department of Rail and Transportation. This position reports to the Chief Development Officer and works closely with the executive team.


    ESSENTIAL DUTIES AND RESPONSIBILITES

    Manage Transit Grants
    • Research grant opportunities from federal, state, and other grant programs.
    • Monitors FTA web site for new or revised rules and regulations
    • develop and maintain long range plan of grant program priorities and scenarios.
    • Formulate processes and procedures for grant pre-awards and post-awards to meet requirements; research appropriate federal, state, and local requirements to facilitate compliance.
    • Provide timely, transparent, and accurate grant reporting, including:
      • monthly reporting
      • state, federal and local grant compliance reporting
      • grant data in support of budget and planning processes and National Transit Database (NTD) reporting
      • internal reporting to keep project managers informed/aligned
    • Oversee the preparation of grant applications and submittals.
    • Monitor grants to ensure proper utilization of available funds and ensures timely close-out of grants.
    • Function as the grant liaison to the Federal Transit Administration (FTA) and Department of Rail and Public Transportation (DRPT) recommendations to promote continued financial and grant compliance.
    • Oversee the maintenance of official grant files, records, and supporting documentation related to federal, state, and local projects.
    • Prepare and/or coordinate with other departments any documentation required in support of the FTA triennial reviews, independent audits, state audits, or as needed.
    Financial Grant Management
    • Reconcile quarterly financial/milestone status reports for each federal and State grant as required by the FTA or State.
    • Manage and monitors accurate and timely drawdowns, grant revision amendments, transfers and closeouts.
    • Monitor federal contract budgets, authorized/approved amounts and encumbrances and track actions related to federal contracts.
    • Ensure proper closing of the year-end general ledger grant receivable account and assist with all audits of the grant area, maintaining an archive of records according to policy.
    • Assist in preparing forecasts of future federal and state contract budget amounts.
    • Coordinate receipt of awards and grant documentation; maintain proposal and funding records in database systems, and prepare scheduled and special reports, studies, and analysis.
    Supervisor Responsibilities
    • Work closely with the executive team to establish and maintain a strong grants division
    • Responsible for grants division team members for both pre-award and post-award
    • Responsible for division development, workflow, and database organization
    Perform other duties and complete special projects as assigned or necessary.


    MINIMUM QUALIFICATIONS

    Bachelor's degree in Business Administration, Accounting, Public Administration or other related field from an accredited college or university AND 4 years of experience in public transit finance and accounting, or related field.

    KNOWLEDGE, SKILLS AND ABILITIES

    Knowledge of: grant requirements and the grant writing process; contract negotiation techniques; City financial principles, practices, and procedures; specialized policies, regulations, statutes, procedures and practice pertaining to grants, contracts, and agreements; principles and practices of transit systems and planning; FTA rules and regulations.

    Skill in: communicating effectively in writing and orally; public presentations; conversing with customers both in-person and via telephone; providing excellent customer service in an ethical and professional manner; effectively managing interactions with employees, departments, management, outside agencies and the general public; strong organizational and analytical skills.

    Ability to: research and interpret data and information; communicate effectively and to establish and maintain effective working relationships; to work as part of a team; work self-directed and be well-organized; exercise independent judgment and initiative.
