Position Requirements:
CDA in Home Visiting and/or Associate’s Degree in Early Childhood Education required with experience in a social services or family development capacity.
Minimum of one-year experience in child care or in social services working with children and/or limited income and multi-cultural families.
Computer proficiency required.
Ability to communicate and relate to many diverse families of limited income.
Insured and reliable vehicle for transportation with a valid Texas driver’s license. Must meet CCA’s driver eligibility requirements.
Must be able to pass a pre-employment and/or periodic physical examination, annual TB skin test, and complete background check every 24 months.
Preferred Competencies and Abilities:
Bilingual abilities preferred.
BA degree in Early Childhood Education or related field

The Home Base program promotes shared responsibility with parents for children’s early learning and development, and implement family engagement strategies that are designed to foster parental confidence and skills in promoting children’s learning and development.
Responsibilities:
The Home Visitor will provide and coordinate services and activities with families and communities that foster strength, healthy living, and overall well-being. Responsibilities include but are not limited to:
Lead and coordinate efforts to recruit families to enroll in the Home Based Program.
Ensure that Head Start Program Performance Standards are met with respect to eligibility, selection, recruitment, enrollment, and attendance.
Ensure enrollment is met and maintained.
Partners with families to identify child and family needs, and provide resources and referrals to meet those needs. Ensure families have the opportunity to share personal information in an environment in which they feel safe.
Works with families and children one-on-one on a weekly basis in their homes for at least 90 minutes. Expectant family services are individualized based on family need desire, and family partnership agreement. No less than 46 home visits per calendar year.
Ensures that all families are provided group socialization experiences regularly with a minimum of 22 socializations offered per year to families.
Assist with and ensure that mothers maintain access to prenatal, postnatal and newborn health care.
Ensure parents meet 45/90 day requirements by providing resources needed to complete developmental, behavioral, prenatal, well child exams, immunizations, health screenings and nutritional screenings as well as any follow up appointments.
Implement research based curriculum supporting individualized lesson plans, ongoing developmental assessments, monthly/weekly observations, parent educator conferences, and comprehensive online portfolio (Child Plus Software).
Generates in-kind contributions and actively recruits for the Early Head Start program.
Responsible for providing monthly/weekly records for Early Head Start Home Base Specialist: time sheets, mileage records, Home Based Visit Plans, family service forms, parent designated records on an on-going basis, social services log, socialization logs/plans, forms, in-kind, volunteer sheet, etc.
Attend staff meetings and training as required by supervisor.
Facilitate referrals from other agencies to the Early Head Start Program.
