Director of Leased Housing Programs

Reports to: Executive Director

Responsibilities:

Under the direction of the Executive Director, the Director of Leased Housing has overall responsibility for the administration, implementation and monitoring of accounting systems and functions of our state and federal Leased Housing Programs.

The Director compiles, monitors, and analyzes reports and metrics to ensure compliance with federal and state regulations as well as maximization of housing assistance dollars. The Director will institute and maintain proper internal controls and audit procedures in accordance with best practices to protect and manage the authority's assets and ensure the integrity of the Authority's financial statements and position. Other duties and responsibilities include:

• Ensures the efficient daily operation of the Leased Housing program by effectively managing the resources of the program.

• Works to develop and maintain positive relations with tenants and landlords of the program, and with social service programs in the communities in which QHA operates.

• Develops actionable, comprehensive programs to fulfill the objectives of the authority. Researches the availability of new leased housing programs.

• Ensure timely and accurate reporting of performance metrics for all programs as prescribed by the relevant funding agencies.

• Provides analytical support for departmental functions including development of the long-term financial plan, annual operating plan

• budget, capital project analysis, monthly forecasts, and performance analysis.

• Evaluates and uses technology to enhance operational efficiencies and group performance. Makes enhancements to system of internal controls

• Identifies areas of potential risk and recommend to senior management possible resolutions to risk areas.

• Frequently interacts with senior managers inside the organization. Networks externally with other social service agencies and industry groups to maintain current knowledge of industry best practices. Represents the Executive Director at meetings outside of the organization, as required.

• Coaches and mentors teammates, improving performance and ensuring adequate organizational bench strength for proactive succession planning. Establishes and communicates goals consistently.

• Responsible for implementation of Leased Housing policies and procedural updates in cooperation with the Executive Director.

Knowledge, Skills, and Abilities:

1. Ability to interpret complex regulations and statutes.

2. Ability to develop written procedures in a clear and concise format.

3. Ability to communicate, both orally and in writing, in a clear and concise manner.

4. Ability to recruit personnel, and supervise and evaluate in an objective manner all employees assigned to the department.

5. Ability to properly use and instruct others in the proper use of the Authority's computer systems relating to the department.

6. Necessary management skills to ensure the efficient operation of the department, including Human Resources.

7. Ability to analyze statistical data and determine trends an housing needs.

8. Ability to deal with people in a sensitive, confidential and effective manner.

Qualifications:

Experience in the housing industry or knowledge of housing programs and in the supervision of employees. A high school diploma is required, a bachelor's degree or Master’s Degree in a relevant field is preferred.

Job Type: Full-time

Pay: $80,000.00 - $100,000.00 per year
