    Purpose of Director of Housing Assistance Programs

    Under the general direction of the Deputy Executive Director, the Director of Housing Assistance Programs administers SHA’s portfolio of rental and homeownership programs over a six-county region. This includes responsibility for overall management of day-to-day operations and administrative strategies; oversight of program compliance, performance, and reporting; management of partnership outreach and collaboration and researching and responding to funding opportunities. 

    The Director of Housing Assistance Programs is a key member of the Executive Team, holding additional executive responsibilities, including serving as SHA’s representative on various community initiatives.

    Essential Functions

    • Serves on the Executive Team, which includes responsibilities to assist the Deputy Executive Director, Executive Director, Board of Commissioners, and community partners, all requiring a high level of professionalism in collaboration, cooperation, and communication. 
    • Administers the overall functions of the SHA’s Housing Assistance Programs Department; overseeing and providing guidance for staff for compliance with applicable rules and regulations, maintenance of necessary records, implementation of program amendments as appropriate; and resolution of tenant/landlord issues providing a high level of quality customer service.  
    • Provides technical expertise, information and assistance to the Housing Assistance Program staff regarding: the Housing Choice Voucher program and other small voucher, grant, and housing assistance programs; annual review and revision of payment standards and utility allowances; review and updating of administrative plans, policies, and procedures relating to programs. 
    • Monitors housing legislation and HUD regulations as they pertain to SHA housing assistance programs and goals. Plans and implements new program elements in the Authority’s Administrative Plan. 
    • Interfaces with other management staff to determine, implement, and monitor agency strategic goals, coordinates projects and activities and discusses agency performance. Serves on internal and external committees as required and assigned. 
    • Keeps the Deputy Executive Director informed on all Housing Assistance Programs issues of concern related to overall program performance, personnel issues, including traditional monthly reporting to the Board and regular meetings with the Deputy Executive Director. 
    • Provides overall department leadership, management and professional development opportunities designed towards staff development, succession, and retention. 
    • Provides supervisory assistance and direction to all reporting personnel and monitors and oversees housing assistance operations. Duties involve all supervisory responsibilities such as staff selection, evaluation, training, and discipline.  
    • Prepares departmental goals and objectives, work plans, and detailed reports. Develops internal controls and quality control methods and procedures. Performs statistical reviews to determine program(s) performance. 
    • Monitors workflow and facilitates problem resolution. Reviews and/or audits file records and computer statistical records, performs periodic on-site inspections to monitor the physical, fiscal and regulatory operations of the agency’s housing assistance programs.   
    • Responsible for ongoing interpretation of state and federal regulations regarding housing policies, which may include:  
    • Analyze state and federal regulations and determines required changes to Administrative Plan and local legislation. 
    • Develops policies and procedures for implementation.   
    • Prepares policy changes requiring Board adoption or approval.   
    • Communicates directly with staff to effectively implement such changes in a timely and efficient manner.   
    • Reviews proposed regulations and prepares comments to assist Deputy Executive Director and Executive Director in the development and submittal of official agency comments. 
    • Responsible for oversight of departmental grievance hearings for hearings related to assigned program area. Participates in or supervises informal hearings or formal grievance procedures between clients and the Housing Authority. Reviews circumstances and associated policies, renders decision and provides written notification to parties involved. Reviews applicable files and staff documentation to oversee agency end of participation activity. 
    • Oversees reasonable accommodation determinations related to assigned program area. Reviews and responds to any reasonable accommodation requests and determines if alternative options are more feasible. Works closely with staff and clients to ensure the agency maintains up to date compliance information including legislative changes, accessibility standards and program accessibility requirements. 
    • Participates in the development and administration of annual budget related to assigned program areas. Monitors and analyzes all budgets monthly bringing any concerns/inquiries to the Deputy Executive Director. Prepares periodic reports as necessary to ensure compliance with funding source requirements. 
    • Prepares or assists with preparation of grant and funding applications. 
    • Prepares, arranges, and delivers staff training. This may include arranging for certification of staff through third party training. 
    • Acts as liaison with community, social services agencies and landlords to match needs and housing resources. Represents the Housing Authority at external functions including a variety of public sector and community-based organizations. Establishes and maintains effective working relationships among staff, applicants, residents, and the community. 
    • Prepares appropriate documentation and correspondence, develops, and implements reporting procedures to advise management and Board of departmental activities. Composes letters, notices and reports, prepares (or oversees the preparation of) periodic internal and external statistical reports. 
    • Receives investigative reports on allegations of program abuse. Evaluates reports and decides appropriate course of action. 
    • Ensures excellent quality and compliance with all policies and procedures. This includes oversight of initial client eligibility and recertifications, interviews clients, rent calculations and client briefings in accordance with regulations and procedures. May also be required to carry a small caseload and hold primary responsibility for eligibility and rent calculation determinations. 
    • Oversees inspections in accordance with applicable regulations and Housing Authority policies 
    • Oversee and work directly with Landlord Liaison who is responsible for marketing programs to clientele and landlords. Prepares marketing materials, including but not limited to brochures, flyers, press releases, and newsletters. Develops a semi-annual outreach meeting for current and prospective landlords.   
    • Assists other staff with assignments as necessary.

    Knowledge of:

    • Housing Choice Voucher Program and other HUD-financed housing programs, including state and locally funded programs. 
    • Program development, government business management principles and human resources and personnel administration.   
    • Managing personnel including the ability to lead, communicate, train, counsel, and discipline employees effectively, to conduct effective performance appraisals, and to create a harmonious working environment. 
    • Tenants’ rights, Washington landlord/tenant laws, Fair Housing, and reasonable accommodations requirements and their legal and practical applications. 
    • Requires strong verbal communication and interpersonal skills as direct communication with supervisors, employees, tenants, landlords, court officials, community groups, and other members of the public, etc., either individually or in groups, is an integral part of this job. 
    • Application of analytical skills including principles of planning, budgeting, and procurement. 
    • Windows based computers, Microsoft Office products, including Excel, Outlook, and housing assistance programs-specific software. 

    Ability to:

    • Read, write, speak, and understand English. 
    • Supervise, lead, plan, direct, prioritize workloads, evaluate the work of subordinates, and establish and maintain effective working relationships with internal and external customers. 
    • Interpret and apply applicable Federal, State and local laws, codes and regulations. 
    • Read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations.  
    • Write and prepare reports, business correspondence, and procedure manuals.  
    • Effectively present information and respond to questions from staff, Executive management, Board of Commissioners, clients, customers, and the general public.  
    • Utilize SHA computer systems and software programs. 
    • Solve problems involving a high degree of complexity and consequence and to make significant decisions which require administrative or technical expertise. 
    • Be a self-starter and work independently, with a high degree of accuracy and attention to detail in an atmosphere of frequent interruptions. 
    • Learn rapidly and translate new principles into procedures. 
    • Carry out special and general assignments and meet assigned deadlines without direct supervision. 
    • Occasionally travel out-of-town. 

    Acceptable Experience and Training

    A high school diploma or GED equivalency is required. At least five years of progressive management experience, which includes assisted housing or related program administration, grant administration and a minimum of three years supervisory experience is required. 

    Preference is given towards a Bachelor’s degree in a related field such as Social Services, Public Services Management, and Business Management. 

    Successful completion of or ability within one year to gain the Housing Choice Voucher Specialist and Housing Choice Voucher Executive Management certifications. 

    Must have an acceptable credit history, and must have and maintain a valid driver's license, reliable transportation, satisfactory driving record, and adequate insurance coverage according to SHA’s policy and insurer.  


    Essential Physical Abilities

    Physical demands include using hands to finger, handle, or feel. The employee is frequently required to stand, walk or sit, and talk or hear. The employee is occasionally required to reach, climb or balance, stoop, kneel, crouch, crawl or lift. The employee must occasionally lift and/or move up to 20 pounds. Specific vision abilities required by this job include close vision, and distance vision. The use of computer and adding machine is essential to job performance.  

    Sufficient clarity of speech and hearing or other communication capabilities, with or without reasonable accommodation, which permits the employee to discern verbal instructions and to communicate effectively in person and on a telephone. 

    Work is primarily sedentary in nature. The work environment noise level is usually moderate. The employee can be exposed to outside weather conditions. 

    Must be able to fully function in a drug-free environment: history free criminal/drug felony convictions.
