Human Resources Director plans and oversees human resources functional operations, including talent acquisition, compensation, benefits, training, employee relations, safety, and compliance. Administers human resources programs and policies to reflect the organization's mission and values, support company goals, achieve objectives, and positively engage the workforce. Being a Human Resources Director maintains broad and current subject matter knowledge and expertise in federal and state employment laws to advise leadership with solutions for human resources issues and evolving organizational needs. Implements an HRIS or other system to facilitate processes and provide data and reporting on HR activity. Additionally, Human Resources Director requires a bachelor's degree. Typically reports to top management. The Human Resources Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be a Human Resources Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     RESPONSIBLE TO:  PRESIDENT & CEO

    JOB SUMMARY:

    Provides full range of diversified coordination and support in functional areas of human resources, which includes talent management, on boarding, labor relations, retention, compliance reporting, data collection and analysis, benefits administration, training and development.

    STATUS: Full-time Exempt

    PRIMARY FUNCTIONS:

    1.       Provides excellent customer service.

    2.      Type monthly Human Resources reports, memos, proposals, minutes, and other correspondence as assigned.

    3.      Prepares references and rejection letters for agency internal /external applicants. Process and disseminate employment verification requests within 24 hours of call/fax.

    4.      Assist staff with questions concerning Health benefits, Leaves, Transfers and general personnel practices / polices.

    5.      Assists with maintaining employee's files as mandated by regulatory agencies... Department of Public Welfare, Council on Accreditation and Children, Youth & Families.

    6.      Maintain and distribute agency forms {Dispute resolution, Transfer, FMLA, STD, Worker Compensation, New Hire Pilot and others as assign}. Monitor requests for monthly Human Resources report. Generate CQI Committee qua1terly report.

    7.      Prepares agency employee application & orientation packets {benefits, payroll, job description, offer letters, pre-screening process and others as assign.

    8.      Process new hire payroll, benefits and employment packets for distribution. Ensure packets are complete and routed timely to its assigned departments.

    9.      Track and monitor staff annual performance evaluation, physicals, driver’s licenses, clearances and new hire pilot for timely completion. Forward report of outstanding and upcoming performance evaluation, physicals and driver’s licenses, clearances and new hires to Executive Team.

    10. Assist with generating quarterly and annual training rosters for dissemination to staff & management. Track and monitor staff quarterly training hours for agency required allotted training hours.

    11.  Update and maintain HRIS data based.

    12.    Updates/revise job posting weekly for dissemination to career & employment center.

    13.   Attending scheduled meetings, job fairs, orientation, conferences and trainings.

    14.   Collaborate and provide administrative support for various agency committees, Clients Services Committee & Executive Team.

    15.      Assist with the planning of agency monthly, quarterly and annual staff events.

    16.    Assist in tracking and monitoring agency feedback surveys forms {orientation, training participation evaluation, and exit interviews} to generate monthly and annual reports.

    17.   Assists with gathering and preparing data for national, state and local salary surveys and other various agency reports.

    18.   Responsible for disseminating of Human Resources department faxing, mailing, copying and filing.

    19.   Other duties as assigned.

    WORKING CONDITIONS:

    This position requires sitting approximately 60% of the time, and standing, walking, stooping, bending, reaching, and driving approximately 40% of the time. Sitting may be for prolonged periods of time. The employee will be required to operate computers, photocopiers, fax machines and similar equipment.

    OUALIIFICATIONS:

    BA/BS degree or Training Certificate in administrative/ Human Resources. Ability to understand and follow instructions. Ability to work independently and manage varied and complex priorities. Must be organized, task and detail oriented, and have good written and oral communication skills including telephone and face to face interaction. Cultural competence is required. A broad knowledge of office equipment's and various software including Microsoft office 365 products.
