    WHAT YOU WILL DO

    The primary purpose of this position is to be a point of contact for the agency's multifamily housing portfolios in the Portfolio Administration Section's Asset and Preservation Management Unit. To protect the Department's investment and manage the integrity and consistency of financial reporting through review, analysis and evaluation of audited financial statements and other financial reporting to ensure that properties are viability long term and meet regulatory compliance. This position also ensures project operations are in compliance with the restrictive documentation agreed to at closing in accordance with State and Federal regulations.

    A key element for the body of work in this position is to help evaluate the health of the agency's multifamily portfolio of properties funded through the agency with the intent to minimize risk, enhance community collaboration, and assist in the operation of sustainable multifamily housing communities throughout the affordability period. This position is critical in the collaboration and effectiveness of the unit as it pertains to financial reporting, data integrity, portfolio viability and health, overall compliance, and monitoring risk. The work completed through this position gives management and leadership visibility of the performance of the portfolio to assist with trend analysis and data driven decisions for the agency

    MINIMUM QUALIFICATIONS

    Five years' experience in either preparing or analyzing residential, commercial, or public sector loan applications using cash flow, financial statements, historical and annual operation analyses; including collections and foreclosure procedures; or
    Processing real estate transactions including qualifying, evaluating and extending credit to borrowers, and property inspections; or
    Marketing, analyzing, servicing, or underwriting residential, commercial, or public sector loans; or
    Economic or community development.

    A Bachelor's degree in Business Administration, Economic, Finance, Accounting, or related field may substitute for three years of experience. An Associate's degree in Real Estate, Finance, Business Administration, or a related field may substitute for 18 months of the experience.

    AFFORDABLE RENTAL HOUSING: PORTFILIO ADMINISTRATION SECTION

    The Portfolio Administration section of the Affordable Rental Housing division ensures the long-term viability of affordable housing built with public dollars across Oregon. The section monitors the financial viability, physical condition, management, and tenant eligibility of the funded projects and compliance with the state and federal rules and regulations associated with the funding sources, which is in excess of $1.4 billion of assets with over 1,500 properties. This section helps to ensure the existing affordable rental housing stock is safe and decent for the long term.

    ARH: ASSET AND PRESERVATION MANAGEMENT UNIT

    The Asset and Preservation Management Unit is responsible for the management of the Agency's asset analysis and preservation functions across multiple programs, ensuring the financial and functional viability of the Agency's portfolio of over 1500 properties with total asset value in excess of $1.4 billion, coordinating Agency preservation efforts for Publicly Supported Housing (PUSH), ensuring compliance with state and federal regulations, coordinating with section compliance monitoring efforts, and assisting the Development Resources and Production Section with asset management issues for properties seeking/securing Agency funding.
