SUMMARY: Under limited supervision, manages the development and implementation of Information Technology (IT) plans and strategies through professional and ethical interactions with senior management and outside consultants. This includes managing IT operations to meet customer requirements as well as the support and maintenance of existing applications and development of new technical solutions. The Manager’s role is to ensure the streamlined operation of the IT department in alignment with the business objectives of the Authority. The Manager will work closely with decision makers in other departments to identify, recommend, develop, implement and support cost-effective technology solutions for all aspects of the Authority. Establishes Authority standards and procedures regarding Information Technology.

EDUCATION and/or EXPERIENCE: Requires Bachelor’s Degree in computer science, information systems or closely related field. Prefer Master’s Degree. Minimum five years’ experience which includes knowledge of client/server environment, system management infrastructure, security system programming, database management, computer hardware, software applications, risk management, cybersecurity, local & wide area networks management and security, IT governance and radio frequency theory. Must have experience in developing and implementing IT operational plans. Must have demonstrated aptitude for learning new technologies. Desired skills include the ability to communicate technical concepts to technical and non-technical audiences; solid writing skills; ability to manage multiple concurrent projects and motivate professional staff; strong analytical and problem solving skills; strong leadership skills; and project management skills. Prefer two years of experience with maintaining governmental financial and customer information systems in water/wastewater industry. Must possess strong keyboarding skills.
CERTIFICATES, LICENSES, REGISTRATIONS: Prefer certification in IT area such as data center, backup and disaster recovery, cloud IT, mobility, big data, IT trainer, telecommunications, wireless networking, computer hardware, help desk, project management, database, IT governance, enterprise architect, system administrator, computer networking, information security, and programming. Must possess a valid driver’s license.
