    Director of Special Education/Special Education Preschool Principal

    JOB TITLE: Director of Special Education

    REPORTS TO: Superintendent

    QUALIFICATIONS:

    1. Minimum Certification: Master's Degree

    2. Meet Idaho State certification requirements for endorsement of Director of Special Education

    JOB GOAL:

    To arrange for the provision of support services to students in the district and to provide educational programs for exceptional students within the guidelines set forth by the State of Idaho Special Education Section.
    This role provides leadership, management, supervision, evaluation, coordination, and direction of all special education programs and services for students with disabilities aged 3 to 21.

    PERFORMANCE RESPONSIBILITIES:

    1. Coordinate and supervise all special education and related services programs in the district.

    2. Establish overall program priorities including personnel, services, and service delivery system.

    3. Prepare all program reports as required by the State Department of Education and the Superintendent of Schools.

    4. Assist in the development and operation of an appropriate special education budget based on receipts as provided by various federal, state, and local funding sources.

    5. Assist in recruitment, selection, and placement of special education personnel.

    6. Evaluate the professional performance of all itinerant personnel and share the responsibility with principals the evaluating of special education teachers. Make recommendations for continued employment, promotion, etc., for all personnel serving in special education.

    7. Coordinate and supervise procedures for placement, transfer, and termination of students in special education programs.

    8. Authorize purchases of equipment and material needed in special education programs.

    9. Evaluate existing programs and curricular approaches in terms of effectiveness.

    10. Develop uniform procedures for student referral, comprehensive evaluation, placement, change of placement, and annual review of student performance.

    11. Arrange in-service training programs for special education personnel.

    12. Supervise all special education personnel and schedule and assign psychologists, communication disorders specialists, gifted/talented facilitators, social workers, and other ancillary personnel assigned to special services.

    13. Interpret the philosophy and practices of special education to administrators, district staff and the public at large.

    14. Set long-term goals for improving special education services.

    15. Oversee and prepare budgets for Special Education and applicable grants

    16. Review Medicaid billing on a monthly basis with contractors, staff, and the business manager

    17. Responsible for managing Special Education teachers, paras, and applicable contractors/providers

    18. Other duties as assigned by the superintendent

    EVALUATION

    Performance will be evaluated annually in accordance with board policy.

    TERMS OF EMPLOYMENT

    Two hundred twenty (210) days per year with State approval. Salary and work year to be established by the Superintendent and Board of Trustees.

    Additional Duties
    Assumes other responsibilities as specified by the Superintendent.

    Oversee Medicaid services and billing-making sure contractors and staff are submitting documents on a monthly basis to submit for reimbursement.

    Equipment

    Travels to all school district buildings, city/state agencies, professional meetings as required.

    Knowledge, Skills, and Abilities

    • Knowledge of current teaching methods and educational pedagogy, as well as differentiates instruction based upon student learning styles.
    • Knowledge of K-12 school curriculum and concepts in multiple areas, including regular and special education, as well as elementary, middle and high school levels.
    • Knowledge of best practices in administration, program evaluation and staff supervision.
    • Knowledge of data information systems, data analysis and the formulation of action plans.
    • Knowledge of applicable federal and state laws regarding education, special education, individuals with disabilities, etc.
    • Ability to direct the on-going instructional programs for the District, providing for innovative programs and modifications to improve the quality of instruction.
    • Ability to plan, organize and coordinate projects, work and training related to the implementation and supervision of the K-12 instructional programs for the District.
    • Ability to apply contemporary curriculum frameworks and current national and state standards for student learning.
    • Ability to prepare oral or written communications, such as presentations, reports, memoranda, letters, grant proposals, curriculum documents, etc.
    • Ability to establish and maintain cooperative working relationships with students, staff, parents, community and others contacted in the course of work.
    • Ability to use computer network system and software applications as needed.
    • Effective verbal and written communication skills; ability to communicate effectively with students and parents.
    • Ability to organize multiple tasks and conflicting time constraints.
    • Ability to engage in self-evaluation with regard to leadership, performance and professional growth.
    • Ability to establish and maintain cooperative working relationships with others contacted in the course of work.

    Qualifications Profile
    Certification/License:

    • Idaho State Certification as a Special Education Director as required for position.
    • Motor Vehicle operator's license or ability to provide own transportation.
    • Special Education credentials preferred

    Education

    • Bachelor's Degree and Master's Degree from an accredited college or university.

    Experience

    • Special Education Teaching experience
    • Extensive successful experience in researching and implementing practices related to instruction, curriculum development, professional development and supervision.
    • Successful leadership/administrative experience in designing and implementing effective instructional programs and supervising, mentoring and training staff/personnel, preferable in more than one capacity.

    Job Type: Full-time

    Pay: $75,000.00 - $85,000.00 per year
