Library Services Manager manages the daily planning, staff, and operations for the acquisition, classification, maintenance, licensing, and distribution of print and digital materials to meet the information needs of library users. Coordinates process to research, review, identify and procure new materials to develop the library's collection. Being a Library Services Manager performs cataloging and creates bibliographies and metadata to classify the library's collection of books, serial publications, documents, audiovisual, and other materials. Develops and oversees support, service, and technology resources to ensure that groups and individuals can access requested materials.   • Position Summary

    FVRLibraries is seeking a full-time Finance Manager. The Finance Manager will plan, lead, manage and direct the areas of responsibilities of payroll, accounts payable, L&I compliance, accounts receivable, departmental budget management reporting, reconciliations and cash receipting for the District. The Finance Manager supervises the Accounting Specialist, Accounting Assistant and Payroll Specialist. The position will enforce district fiscal policies and practices in areas of responsibility, participate in district-wide fiscal planning, coordinate accounting activities with district staff and implement special projects. Within the Finance Division, the Finance Manager will develop and implement departmental procedures and work with the Finance Director to plan the future direction of the department. They serve as the primary support to the Finance Director in district wide efforts such as contract management, preparation of the annual financial reports and associated audit efforts, implementing districtwide finance department goals and strategic initiatives as well as budget development and management.

    Common job duties includes:

    • Responsible for the updating and maintenance of the general ledger system, in accordance with the SAO BARS Manual, ensuring the integrity of existing controls are maintained and recommend changes to internal controls or accounting processes as needed to ensure accounting functions are operating efficiently and effectively.
    • Serve as the first reviewer to verify amounts, accurate budget coding and proper documentation for payment of all accounts payable. Approves, and processes accounts payable and/or payroll through to final posting and upload steps with the County and Bank before taking to the Executive Director for final approval.
    • Assists in efforts necessary in preparing monthly financial reports for presentation to Board of Trustees, ad hoc reports to Library Supervisors or Directors of other departments and the annual financial reporting package submitted to SAO. As needed, provides technical information and instruction, interpretation or explanation of financial-related data and respond to inquiries from departmental managers and others.
    • Generate data and supporting information for Finance Director to accurately prepare preliminary budget recommendations for the Executive Director to take to the Board for consideration and deliberation. Ensures the approved balanced budget is input in a timely and accurate manner into the accounting software and all proper documentation is filed with counties and other agencies.
    • Supports, and at times, manages special projects such as developing and implementing accounting policies and procedures, managing capital project budgets and monitoring the revenues and expenditures associated with the Friends and Foundation operating agreements.
    • Perform monthly bank reconciliations between the County Treasurer’s Offices, bank accounts and the Library general ledger which will support a routine month end adjusting journal entry.
    • Review and approve work efforts performed by accounting staff including but not limited to cash receipt entries, manual batches, updates or changes made within the accounting system and other journal entries performed.
    • Prioritize, delegate work, and determine work schedules and assignments for direct reports. Train (including adequate cross-training), develop, motivate, evaluate, and manage the performance of the accounting staff. Primary lead in the hiring process for all new accounting staff.
    • As designated, serves as Acting Finance Director.
    • Responsible for the oversite or preparation and filing of quarterly and year end Federal tax reports, multiple worksite reports, employment security reports, Department of Labor and Industries reports, state tax, W-2, 1099 and Social Security (OASI)annual wage report filings.
    • Perform duties of Payroll and Accounting Specialists in their absence or as needed due to workload peaks. Ensure payments for Library projects capital projects and other L&I eligible efforts are made in compliance with all L&I requirements.
    • Attend meetings and participate in committees and/or organizations that further the library’s mission and goals.
    • Keep informed of current accounting practices by attending workshops and educational programs or reading specialized literature.

    Education & Experience

    To be considered, applicants must have all of the following:

    • Bachelor’s degree in accounting, finance, business or related field of study required or equivalent.
    • Three to five years of experience in Finance working for a government entity or municipal corporation, experience in Washington State preferred
    • Three years of experience as a supervisor or manager and supporting information system activities related to accounting and payroll.

    Schedule

    This position is expected to work Monday through Friday out of our Operations Center in Vancouver, WA.

    Compensation & Benefits

    Employees with experience matching the minimum education and experience requirements listed above can expect to start at $72,064, annually. The pay grade for this position spans from $72,064 and $108,096. Employees progress through the pay grade by demonstrating successful completion of growth and development activities at set milestones over the course of 20 years.

    We have an excellent benefit package. FVRLibraries covers 90-95% of full-time employees’ health insurance premium cost and 90-100% of dental insurance premium costs. In addition, we provide employees with Life Insurance, AD&D and Long-Term Disability Insurance at no cost to the employee. Employees have the ability to enroll in additional, voluntary life insurance, income protection plans, flexible spending accounts and health savings accounts.

    Our employees enjoy 12 paid holidays throughout the year. Full time employees accrue 8 hours of sick leave per month. The initial vacation leave accrual is 11 hours per month; this increases over time based on years of employment. We also offer other types of paid time off for situations such as jury duty, bereavement leave, inclement weather and more.
