  • General Statement of Duties and Responsibilities:


    Plans, initiates, organizes, implements, promotes, and directs the development, improvement, and coordination of federal, state, and regional programs for library and information services in Massachusetts. The basic purpose of this position is to ensure that the goals and objectives of the Massachusetts Board of Library Commissioners are carried out.


    Major work contacts are with the members of the Board of Library Commissioners, administration officials, legislators, local officials, librarians and library trustees, representatives of professional organizations, citizen groups, the news media, and federal officials and agencies.


    This is a hybrid position with the home base at the MBLC Office in Boston. Regular travel in the state and occasional travel out of the state is necessary. Attendance at evening and weekend meetings on an occasional basis is necessary in carrying out duties as described.


    Supervision Received:


    Broad policy guidance and budget review are provided by a nine-person governing Board of Library Commissioners appointed by the Governor. This board also reviews the Director’s performance. The Director is responsible for the daily activities of the agency and its related programs.


    Direct Reporting Staff:


    Exercises direct supervision over, assigns work to, and reviews the performance of three managerial and two professional employees (Communications Specialist and Assistant to the Director); indirect supervision of seventeen other professional and support staff.


    Detailed Statement of Duties and Responsibilities:


    1. Directs, monitors, plans, coordinates, and evaluates the administrative, supervisory, coordinating, monitoring, planning, and evaluating operations and activities of agency staff charged with implementing federal, state, regional, and local grant programs and goals and objectives established by the Board.


    2. Directs, reviews, and recommends for approval the agency's annual operating and capital budget requests. Determines priorities and explains the agency's needs for additional resources to appropriate parties, the Administration, and the Legislature to obtain the resources necessary to implement programs in accordance with the annual and long-range priorities of the Board.


    3. Within the broad framework established by the Board of Library Commissioners, develops and recommends policy based on analysis of library issues and information impacting on the delivery of library programs and services; determines the resources and processes necessary to implement such policy to ensure the efficient and effective provision of library programs and services.


    4. Plans, promotes, and directs interlibrary cooperation for resource sharing and statewide access to electronic content. Coordinates services available to all residents of the Commonwealth from public, school, academic, institutional, and special libraries.


    5. Evaluates the quality of library and information services by reviewing reports, analyzing statistical data, conferring with reporting staff, and reviewing information from users of agency services and professional groups.


    6. Confers with and reviews reports of agency staff to evaluate the quality of services provided, understand challenges, and determine best solutions. Authorizes the redistribution of available resources to meet changing program needs. Resolves conflicts between reporting staff on areas of shared responsibility.


    7. Establishes reporting relationships and accountability mechanisms with respect to agency affiliates for statewide residents who are Blind and/or disabled, the Massachusetts Library System, the Library for the Commonwealth at the Boston Public Library, the Massachusetts Center for the Book, the Worcester Talking Book Library, and the Perkins Braille and Talking Book Library. Coordinates activities in areas of mutual benefit such as resource sharing and continuing education of library personnel to ensure compliance with established policies, objectives, program priorities, and applicable laws, rules, and regulations.


    8. Thoroughly understands and is able to articulate how provisions of the Massachusetts General Laws relate to libraries and the work of the agency. Within the context of the law and sound administrative practice, advises and counsels librarians, trustees, professional organizations, and municipal and state officials on matters relating to library governance, organization, management, and specialized services.


    9. Represents the Board through meetings with and testimony before members of both the Executive and Legislative branches of both state and federal governments.


    10. Represents the Board through participation in interagency and interstate committees and task forces, as well as state, regional, and national library organizations. Speaks on library issues at professional, business, cultural, and community organization functions.


    11. Continually looks for opportunities to fulfil the pledge made by the MBLC to make racial and social justice integral and ongoing in our services and programs.


    Qualifications Required at Hire:


    1. Evidence of successful, advanced education and training in the discipline of library and information science.

    2. Library work experience in areas that include planning, public relations, networking, resource sharing, and electronic services.

    3. Administrative experience that involves and demonstrates:


    a) Knowledge of the principles and practices of management including planning, organizing, directing, motivating, controlling, and decision making.

    b) Knowledge of the principles and practices of budgeting as it relates to program management and the use of human resources to achieve agency goals and objectives.

    c) Knowledge of the methods of general, statistical, and technical report writing.

    4. Ability to supervise, including planning and assigning work according to the nature of the job to be accomplished and the capabilities of subordinates and availability of resources; controlling work through periodic reviews and/or evaluations; determining subordinates' training needs and arranging for such training; motivating subordinates to work effectively; determining the need for disciplinary action and initiating disciplinary action when warranted.

    5. Ability to understand, apply, and explain the provisions of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing agency operations.

    6. Ability to adjust to changing situations to meet emergency or changing program requirements.

    7. Ability to accomplish work objectives where few precedents or guidelines are available.

    8. Willingness to work irregular hours (i.e., weekends, holidays, nights) and to travel for job-related purposes.

    9. Evidence of leadership:


    a) In advocating the importance and value of libraries;

    b) In informing and advising appointed and elected officials in the development of public policy and programs;

    c) In assisting a diverse library community toward the achievement of common goals and objectives; and

    d) In identifying, coordinating, and directing agency staff roles and activities.


    10. Experience and skill in public speaking, in leading group discussions, and in the effective organization and presentation of written reports.


    Qualifications Acquired on Job:


    • Knowledge of agency goals, objectives, and programs.
    • Knowledge of the laws, rules, regulations, policies, procedures, specifications, standards, and guidelines governing agency operations.
    • Knowledge of the organization of state government.
    • Knowledge of state budgetary procedures.

    The goals of the MBLC are to:


    • maintain and strengthen the Commonwealth's free public libraries,
    • provide statewide and regional programs for the improvement of library services provided by libraries of all types,
    • support resource sharing, online access, and the utilization of technology by libraries, and
    • provide specialized library services to blind and physically handicapped residents.

    Minimum Entrance Requirements:


    An American Library Association accredited Master’s degree in library and information science (MLS) or equivalent and significant library work experience, of which at least five years of full-time or equivalent part-time work have been in an administrative capacity.


    License and/or Certification Requirements:


    Requires a valid driver’s license and access to a motor vehicle for work-related travel.
