Richland Library is seeking to hire a Full-Time Finance Director at our Main location.
Sample Duties:

Manages and provides guidance to, and reviews the work of individual contributors and supervisory employees in order to accomplish operational plans and results

Plans and oversees business area workflow and time utilization of staff; assigns and communicates daily activities and deadlines to staff

Assesses, plans, and implements best practice standards and assures compliance with all regulatory and funding agencies; compiles and submits data for trend analysis and/or reporting

Works closely with Executive Leaders to ensure that budget and personnel needs are adequately represented and appropriately supported through the work of the Finance Office

Collaborates with Executive Director, Leadership Team and Library staff in developing and amending the annual budget; compiles data and analyzes past and current financial performance to assist with budget development and to evaluate fund requests.

Conducts continual budget and financial policy review, ensures the Library is in compliance with approved budget and policies, ensure division adherence to guidelines and procedures, and correlate expenditure requests with approved budgets.

Maintains all official accounting records to conform to generally accepted government accounting principles and rules

Prepares, supervises, and maintains accurate accounting, payroll, and other financial records, statements, and files

Prepares and submits contracts, leases, and agreements for Library Board and Richland County Council consideration

Provides status of financial condition of the Library by collecting, interpreting, and reporting key financial data

Monitors and responds regarding risk management; maintains appropriate insurance coverage
-
Monitors grant activities; oversees investment of Library funds.

Provides budgetary and financial information to Library Board Treasurer, in consultation with Executive Director and Chief Operating Officer

Works with County, State, and other sources on appropriation receipts; works with County on short-term borrowing as necessary

Coordinates and assists with external audits of the Library’s finances

Ensures compliance with relevant federal, state, and local legal requirements; researches legislation, consults with outside advisors, and files financial reports

Prepares various reports as requested

Provides status of financial condition of the Library by collecting, interpreting, and reporting key financial data

Provides advice and recommendations to library executive leadership; contributes to long-range strategic planning for the library

Ensures the customer experience supports the library’s Strategic Plan, utilizes traditional media, online marketing, social and other tools

Following industry and library established best practices, ensures strong relationships with key stakeholders and robust media recognition and coverage of library events and initiatives

Works within the framework of the library’s vision, mission, and goals, provides overall direction, management, administration, supervision, and forward-looking vision to library’s technology systems, including network infrastructure, computer hardware and peripherals, software and telephone systems

Performs professional and supervisory work as head of department with system-wide responsibilities

Serves on the Management Team; contributes to strategic planning, conducts staff meetings and contributes to staff education programs; represents the library at professional meetings

Forms collaborative relationships with vendors and industry peers, pursuing opportunities to co-create customer-focused products and services to the library’s benefit

Follows organizational, County, and public health and safety guidelines and protocols and performs job functions in a safe manner and reports all safety hazards per established policies and procedures

Attends and participates in staff, and professional group meetings; stays abreast of new trends and best practices

Expands understanding and knowledge by attending workshops, conferences, trainings, and self-directed learning reflective of the organization's mission and Equity, Diversity, and Inclusion (EDI) initiatives

Learns and consistently exhibits Richland Library’s brand promises in all interactions with customers and colleagues; provides outstanding customer service to all internal and external customers; successfully ascertains and meets the individualized needs of each customer

May be required to work nights and weekends based on organizational needs and job requirements
Minimum Qualifications:
Bachelor’s degree in accounting, finance, public or business administration, or related discipline; supplemented by ten (10) years of progressively responsible finance experience, including five (5) years in a financial management role, including staff supervision; or an equivalent combination of education, certification, training, and/or experience.
Preferred Qualifications:
Master’s degree in business administration, accounting, or finance, and seven (7) years of governmental or public agency financial management experience; designation as a Certified Public Accountant (CPA) or Certified Management Accountant (CMA)

Salary: Starting at $3,142.31 bi-weekly plus excellent benefits
Hours: 37.5 hours per week with occasional evenings/weekends: Monday - Friday 9:00 am - 5:30 pm
Job Role & Level: L5; Pay Grade & Salary Band: 10; FLSA Status: Exempt
