Member Certification Manager manages the certification and credentialing programs of a professional or membership organization. Oversees the development of standards and testing materials. Being a Member Certification Manager develops testing schedules and resource requirements to deliver testing. Collaborates with curriculum designers and instructors to ensure materials present certification requirements accurately and are validated in the certification processes. Additionally, Member Certification Manager develops quality processes to ensure the testing and validation processes accurately measure certification requirements. Optimizes the certification process to ensure members are satisfied and resolves any problems related to the process. May evaluate, select, and monitor outside testing providers to ensure testing quality. May require a bachelor's degree. Typically reports to a head of a unit/department. The Member Certification Manager manages subordinate staff in the day-to-day performance of their jobs. True first level manager. Ensures that project/department milestones/goals are met and adhering to approved budgets. Has full authority for personnel actions. To be a Member Certification Manager typically requires 5 years experience in the related area as an individual contributor. 1-3 years supervisory experience may be required.     SUMMARY

    Direct, lead, and manage the daily activities of the Certification and Technical Publications groups. Lead and mentor the staff in the development of technical documentation, certification plans, compliance checklists, and conformity plans for submittal to the Federal Aviation Administration (FAA) or Organization Designation Authorization (ODA) Administrator.  Ensure critical evaluation of each project plan and associated means to compliance to maximize leverage of all FAA guidance and accepted methods of compliance.   Challenge the status quo to develop new methods of compliance where applicable without impacting safety.

    ESSENTIAL DUTIES AND RESPONSIBILITIES 

    • Establish and foster a cooperative relationship with regulatory authorities.
    • Approach certification with a desire to support development of creative means to compliance without impacting safety.
    • Establish processes within Technical Publications to encourage and maintain first time quality of publications.
    • Monitor both departments ensuring efficient time management and project scheduling.
    • Identify and mentor exceptional talent with an eye to developing internal UM candidates.
    • Partner with the ODA to develop and implement a training regimen to realize tangible internal UM development progress.
    • Delegate tasks and accountability, establish work schedules, supervise staff and monitor and evaluate performance of direct reports.
    • Assist the VP in providing guidance when required to engineering during design efforts to ensure regulatory compliance is shown at initial release.
    • Partner with engineering leadership to develop and implement various reference guides or procedures to assist engineers with understanding the meaning of and determining regulatory compliance.
    • Partner with the Program Management organization to ensure visibility of all departmental demands.  Ensure performance to budget and schedule.
    • Anticipate certification activity that require FAA direct input and ensure these activities remain off the critical path to project completion.
    • Assist as required to support the completion of certification plans, compliance checklists, drawing lists and all other certification related documentation necessary for issuance of ODA certification approvals of assigned projects.
    • Responsible for engaging appropriate technical resources to support and/or develop corporate policies, procedures, and strategies for complying with FAA and other certification authorities’ requirements.
    • Complete initial / recurrent training requirements in a timely manner.
    • Perform other duties as assigned.

    SUPERVISORY RESPONSIBILITIES 

    • Lead, manage and directly supervise all assigned staff members.
    • Manage and coordinate the work plan for the assigned staff; set departmental goals; assign work activities, projects and programs; monitor workflow; meet with staff to identify and resolve problems; review and evaluate work products, methods and procedures.
    • Be accountable for departmental labor budgets and the activities, workflow, work schedules, attendance, and compliance with safety standards and policies for all assigned staff.
    • Participate in candidate selection; provide training, motivation, and evaluation of assigned personnel; provide or coordinate staff training; review work output; coach employees to correct deficiencies; promote career development; initiate disciplinary and termination procedures.

    QUALIFICATIONS   

    To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the minimum knowledge, skill, and/or ability required. 

    • Bachelor’s degree in Engineering or a related curriculum, or an equivalent combination of degree and eight (8) to ten (10) years’ experience with certification methods or processes.  Experience leading Technical Publications activities, if not in a direct role.
    • Experience in ODA process environment.
    • Detailed understanding of procedures used in design data approval of major repairs and alterations.
    • Demonstrated experience working new or amended Supplemental Type Certificate (STC) programs, minimum 5 years.
    • An established strong working relationship with the FAA and / or other regulatory agencies preferred. 
    • Experience in mentoring or leading a team in a project assignment.
    • Knowledge of the Federal Aviation Regulations (14 CFR).
    • Effective written and verbal communication skills.
    • Must be detail oriented with the ability to multi-task.
    • Ability and willingness to work extended hours, when needed. 

    LANGUAGE SKILLS 

    • Read, write and understand the English language.

    CERTIFICATES, LICENSES, REGISTRATIONS 

    • Current FAA Designated Engineering Representative (DER), ODA Unit member, or Designated Airworthiness Representative (DAR) a plus.
