    RELOCATION STATEMENT: Relocation may be offered to promotion eligible NCUA employees relocating to Austin, TX.

    As a Director of Liquidation and Member Services, you will:

    • Manage the liquidation payout process and supervises a staff which is involved in liquidating Federally insured credit unions in all NCUA regions.
    • Outline a detailed program for the orderly processing of payment of insurance, claims administration, sale and/or collection of loan portfolios, and liquidation of other assets.
    • Maintain cooperative liaison with State supervisors as appropriate, with credit unions in the community, and others in accomplishing liquidations in an effective manner.
    • Contribute to the formulation of the agency's policy by serving as an advisor and consultant to the President and Deputy President of the AMAC on matters pertaining to the Liquidation program.
    • Review financial data and analyze progress of the insured credit unions in the process of involuntary liquidation.
    • Develop liquidation plans in order to expeditiously conclude the liquidation in accordance with NCUA policies, rules and regulations and with minimal loss to the Share Insurance Fund.
    • Supervise the completion of the on-site phase of liquidations and initial reports.

    Qualifications

    Specialized Experience:
    Specialized experience is the experience that has equipped you with the specific knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the work of the position to be filled.

    All applicants applying for the CU-15 level must have at least one full year of specialized experience equivalent to the CU/GS-14 level obtained in the private or public sector.

    Specialized experience for this position is defined as experience:

    1. Examining or liquidating complex financial institutions (complex financial institutions are defined as financial institutions or federally insured depository institutions with CAMEL ratings of 3, 4, or 5 or those in danger of failure due to deteriorating financial conditions); and
    2. Providing technical advice and guidance on rules and regulations, practices, procedures, and/or policies applicable to problem financial institutions; and
    3. Leading teams or reviewing the work of others.

    Basic Education Requirement:
    In addition to specialized experience, you must meet basic education requirements.

    A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

    OR

    B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    • Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    • A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    • Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
