Assistant Director Social Services
James City County’s Social Services Department seeks an individual to perform advanced work managing, supervising, and analyzing programs, operations and established policies and procedures for the Department of Social Services.
Responsibilities:
- Provides effective supervision of assigned staff including selection, performance management, employee relations, training, prioritizing, and assigning work and related activities.
- Develops strategic goals, measures, and departmental work plans; directs, advises, and consults with staff on operational and policy issues; oversees Human Services Building (HSB) operations including safety, direction and supervision of security guard, improvements, repairs, upgrades, agency vehicles and approval of meeting room usage for internal and external customers.
- Provides support in the implementation of the Department’s emergency management plan and updates, shelter management and Emergency Operations Center (EOC) responsibilities; manages Special Needs list; and activates and oversees shelter and EOC teams when needed.
- Represents Department and Director of Social Services Department on various occasions and serves on a variety of internal and external committees; acts in the absence of Social Services Department Director for purposes of official Departmental business; assists in development of annual operating budget; works with County staff and citizens in reviewing outside agency funding requests; makes funding recommendations to County Administration; serves as the Hearing Officer for Local Conference Child Protective Services (CPS) and Adult Protective Services (APS) appeals.
- Monitors and evaluates service and benefit program and other agency operations performance data for compliance with local, state, and federal guidelines; maintains ongoing knowledge of activities and services of local human services organizations; coordinates efficient use of community resources; coordinates volunteer services and language assistance services; maintains required postings of materials, Title VI rights issues and manages customer information.
Requirements:
- Any combination of education and experience equivalent to a Bachelor’s degree in public or business administration, human services or related field; extensive management experience in local government or related field including considerable supervisory experience; Master’s degree preferred.
- Must possess reliable transportation to work site(s).
- Knowledge of management and supervisory practices; data analysis and collection principles; knowledge of State and Federal funding program knowledge of leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
- Knowledge of principles and processes for providing customer service including setting and meeting quality standards for services, and evaluation of customer satisfaction; leadership techniques, principles, and procedures to assign work, schedule, supervise, train, and evaluate the work of assigned staff.
- Skill in use of computer software, especially Microsoft Office Suite.
- Ability to manage several projects simultaneously and to meet deadlines; express ideas concisely orally and in writing; establish and maintain effective working relationships with staff, other County officials and the public.
