  • Description Directs large, complex and risk related programs to ensure that implementation and prescribed activities are carried out in accordance with the objectives of the organization. Responsible for all phases of programs including strategic planning, execution and evaluation. Ensures availability of required resources. Supervises staff and manages program budget, schedules and operations. Along with the program sponsor and other stakeholders, serves as the top liaison.
    Qualifications

    Minimum Education
    Bachelor's degree in Business or Hospital Administration or a discipline specific to the program or department. (Required)
    Master's Degree Master's Business or Hospital Administration or a related field (Preferred)

    Minimum Work Experience
    7 years' experience including at least 4 years' program functional management or management/supervisory experience. (Required)

    Functional Accountabilities
    Strategic Planning

    • Direct, develop, implement, disseminate and administer programmatic operations strategies and objectives to ensure achievement as prescribed by leadership.
    • Ensure programs always support and advance the organization's mission.
    • Develop an effective plan of action (annual plan) for running programs from inception to completion and in accordance with applicable federal and state agency requirements.
    • Direct information gathering process for program development including internal program and external audience input.
    • Provide leadership operational and technical reports on performance and advise how best to achieve performance goals and results.
    • Establish milestones and monitor adherence to plans and schedules.
    • Oversee culturally relevant marketing initiatives and community outreach, where necessary, to increase program awareness and/or participation.
    • Serve as the technical advisor to develop content for awareness campaigns and on web properties, social media channels, etc.
    • Source new and creative program ideas to implement.
    • Keep abreast with change, risk and resource management principles.

    Program Administration

    • Manage the total overall operation of the program in the areas of safety, productivity and efficiency to the standards of the contract and/or to the satisfaction of the customer.
    • Schedule and coordinate the predetermined, recurring and newly scheduled work required to monitor program schedules for all tasks and opportunities.
    • Develop and analyze monitoring and evaluation data and track key performance indicators as a basis for measuring performance.
    • Recommend improvements and create presentations and reports to present findings to senior management.
    • Where applicable, work with Grants staff to incorporate findings into plans to modify program/service delivery.
    • Ensure that program operations and activities are consistent legal guidelines, regulatory standards and Children's National internal policies.

    Human Resources

    • In collaboration with leadership, hire, train, develop and direct program staff to meet departmental and, where appropriate, regulatory agency objectives.
    • Develop staffing plans/schedules to optimize productivity and ensure quality services and deploy staff appropriately to meet business objectives.
    • Provide timely coaching and performance feedback to avert potential issues.
    • Plan and facilitate in-service sessions directed at assuring performance standards are reached or surpassed.
    • Develop work systems and process and review recommendations that enhance efficiency and productivity of both procedures and people.
    • Recognize and share innovation and improvement.

    Budget

    • Develop annual program budget and budget revisions.
    • Oversee the administration and monitoring of the program budget and implement actions to facilitate meeting fiscal objectives.
    • Cultivate, maintain and enhance partnerships with corporate and federal and/or state sponsors.
    • Source and manage program funding and monitor flow of funding and expenses to ensure financial compliance.
    • Collaborate with the Development and Grants teams to prepare proposals, project plans and program reports to support and enhance sponsorship.
    • Develop and implement policies to assure documentation of services and accountability are maintained as required by federal or state agency rules/guidelines.
