    Job Summary:

    Supervises and participates in the day-to-day operations of a Service Center responsible for providing assistance to the public; recruits and trains employees and/or volunteers to assist in performing intake work; performs public relations functions in the community to promote The Salvation Army services and needs; prepares statistical records and other required reports reflecting the Service Center's progress; ensures the cleanliness, maintenance, and security of the Service Center.

    Service Centers may encompass the following programs including, but not limited to: food pantries, family stores, feeding programs, and social services programs. Service Center Directors are responsible for the supervision of all programs that their Service Center operates, which may expand over time.

    Essential Functions:

    Supervisory Responsibilities (30%)

    Recruits, trains, schedules and supervises staff and volunteers to perform certain tasks such as client intake work, retail work, as well as routine typing, filing, answering the phone, and providing basic information about The Salvation Army's services, needs, etc. as well as providing assistance with special projects such as at Thanksgiving and Christmas; recruits and trains volunteers for various programs.

    Supervises, assigns, instructs, and monitors the work of employees, if applicable; trains and instructs employees in the proper methods and procedures; monitors work in progress and upon completion to ensure accuracy, completeness, and compliance with established policies and procedures; conducts performance evaluations and provides salary and hiring/firing recommendations.

    Prepares and maintains personnel records for staff and ensures the accuracy and completeness of the same; tracks and monitors employee attendance, processes employee timecards; calls hours into payroll, and distributes checks.

    Social Services Responsibilities (45%)

    Greets and interviews clients and oversee social services worker in requesting assistance to determine client's eligibility for assistance based on program guidelines and restrictions; records client’s disposition and other pertinent information such as income, expenses, family and work history; assists clients in completing applications for assistance; photocopies social security cards, picture identification cards, payroll statements, utility bills etc.

    Oversees the provision of food from the pantry to clients; receives and stocks items donated for the pantry; maintains an itemized account of pantry disbursements and inventory.

    Locates and arranges temporary housing for eligible clients; contacts local lodges, homeless shelters, motels, churches, etc. for lodging.

    Processes rent and utility financial assistance for eligible clients; contacts utility organizations and landlords to arrange and process financial assistance.

    Assists eligible clients needing transportation assistance based on medical or relocation needs; arranges transportation through bus line and contacts family members, friends, and churches for assistance.

    Serves as liaison to other agencies in order to obtain/coordinate assistance on client's behalf; builds and maintains professional working relationships with community agencies.

    Prepares and files client records in a timely manner ensuring all information is accurate and up to date; obtains signatures of clients as needed; reviews and tracks all client records in order to determine if the client is active or inactive; maintains confidentiality of client information.

    Tracks and reports assistance requested/provided as well as sources and resources provided; prepares and sends out acknowledgment letters for donations.

    Maintains client assistance clearinghouse and an up-to-date resource file of church and civic group contacts.

    Operations and Advisory Board Responsibilities (25%)

    Maintains constant preparedness for audits; ensures that all books, money, and accounts are in order at all times, particularly for audits by The Salvation Army or independent CPA’s.

    Meets with community church and civic groups to help coordinate activities aimed at assisting The Salvation Army and the local social services to assist needy families in their service area; informs same organizations of ongoing needs of The Salvation Army and its clients.

    Serves as head of the Advisory Council; recruits and assists with training Advisory Council members; sends requests for Advisory Council membership approval; attends Advisory Council meetings and other required meetings and conferences conducted by Divisional Headquarters.

    Answers telephone in a courteous and tactful manner; assists clients by providing accurate and complete information regarding the Social Service Program operations and/or services.

    Implements the fundraising and development strategies for the Service Center; requests, processes, and receipts donated monies; inputs data into the computer; prepares deposits and/or submits checks for further processing in a timely manner; maintains the accountability and security of checks.

    Issues information material to local news media as needed to alert the community to the needs of The Salvation Army and its clients.

    Oversees the Family Store operations and/or Family Store Manager as applicable.

    Performs and/or supervises the general maintenance and cleaning work needed for the Service Center; ensures that the facility is properly maintained in a neat and orderly manner.

    Other Responsibilities:

    Recruits, orients, trains, assigns, and supervises seasonal bell-ringer staff; maintains records of their work for payroll purposes.

    Recruits, orients, trains, assigns and supervises Christmas Angel Tree staff and efforts, maintain records of their work for payroll purposes.

    Increases The Salvation Army’s visibility and standing in the community by attending rotary club meetings, visiting local establishments, and reaching out to the community in times of need; acts as a first responder in times of disaster.

    Performs other duties as assigned.

    Knowledge, Skills, and Abilities:

    Knowledge of the principles and practices of general bookkeeping and accounting.

    Knowledge of project management skills necessary to track the activity of a multitude of accounts and ensure compliance with approved guidelines and deadlines for the same.

    Knowledge of general office practices and procedures.

    Ability to monitor account activity and ensure compliance with a multitude of guidelines and budget constraints.

    Ability to review requests and supporting documents in order to determine compliance with

    established guidelines.

    Ability to research account discrepancies and/or inquiries and provide accurate and complete information.

    Ability to perform account reconciliations in order to ensure that accounts balance.

    Knowledge of the principles and practices of grant administration.

    Knowledge of effective methods and procedures for budget preparation.

    Knowledge of grant application preparation for public and private funding.

    Ability to interpret, prepare, and maintain reports in an accurate, complete, and timely manner.

    Ability to maintain confidentiality.

    Ability to apply discretion and independent judgment with limited supervision.

    Ability to ensure compliance with departmental policies and procedures.

    Ability to recruit, lead, and supervise the work and/or resources of volunteers.

    Ability to assess client’s needs and determine appropriate services and/or resources needed.

    Ability to perform various public relations functions in order to project a favorable image of The Salvation Army.

    Ability to ensure the Service Center operations follow established Salvation Army policy.

    Ability to ensure the Service Center facility is properly maintained and secured.

    Knowledge of the principles and practices of retail store management.

    Knowledge of the principles and practices of effective customer relations.

    Ability to monitor expenditures to ensure compliance with budget constraints.

    Ability to evaluate overall store operations in order to detect deficiencies and implement appropriate corrective action.

    Ability to build and maintain effective working relationships with Salvation Army officers, employees, and the community.

    MINIMUM QUALIFICATIONS REQUIRED:

    Education and Experience:

    Bachelor Degree in Business Management, Fundraising, or a related field

    and

    Three years progressively responsible experience performing Administration or Management and developing and/or administering community programs, resources, and contacts,

    or

    Any equivalent combination of training and experience which provides the required knowledge, skills, and abilities.

    Certifications:

    Valid State Drivers License

    Physical Requirements:

    Ability to meet attendance requirements.

    Ability to read, write, and communicate the English language effectively.

    Ability to perform routine mathematical computations.

    Ability to concentrate and pay close attention to detail with constant breaks in concentration associated with answering phones or speaking in person to clients requiring assistance.

    Ability to work well under the pressure of deadlines.

    Duties are usually performed seated. Sitting may be relieved by brief or occasional periods of standing or walking.

    Limited amount of physical effort required associated with walking, standing, lifting and carrying light objects (less than 25 lbs.) 5-10% of work time.

    Working Conditions:

    Work is usually performed in a normal office environment where there are little or no physical discomforts associated with changes in weather or discomforts associated with noise, dust, dirt, and the like, but may be performed periodically in disaster service areas and camp settings.
