Organizational Development Director directs the design, planning, and implementation of corporate organizational development programs, policies, and procedures. Approves change management initiatives and suggests enhancements to existing programs. Being an Organizational Development Director oversees the development of programs to build human capital and a strong employee development culture. Reviews key performance metrics to enable accurate and valid measurement of workforce performance and to identify areas for improvement. Additionally, Organizational Development Director proposes changes to organizational structure to leverage talent and provide development opportunities to key leaders in the organization. Develops systematic collection and evaluation of performance metrics. Requires a bachelor's degree. Typically reports to top management. The Organizational Development Director manages a departmental sub-function within a broader departmental function. Creates functional strategies and specific objectives for the sub-function and develops budgets/policies/procedures to support the functional infrastructure. To be an Organizational Development Director typically requires 5+ years of managerial experience. Deep knowledge of the managed sub-function and solid knowledge of the overall departmental function.     Summary

    Responsible to develop and manage talent development and culture management initiatives aimed at retention and professional growth of Association employees. Additionally, this position is responsible to oversee programs related to training and development, leadership/employee development, succession planning, employee communications specific to Human Resources, strategic staffing, culture initiatives, organizational development and diversity, equity, and inclusion (DEI) / environmental, social, and governance (ESG) reporting and initiatives.

    Essential Functions

    • Develop and manage programs related to leadership/employee development, succession planning, strategic staffing, organizational development and ESG reporting.
    • Develop, maintain and retain a DEI forward looking, positive culture in the workforce, with leadership and with external entities.
    • Create and manage internal leadership development program.
    • Creates learning and development programs and initiatives that provide internal development opportunities for represented and non-represented employees.
    • Collaborate with departments to identify training and development needs; and manage cost-effective solutions for training,
    • Collaborate with external entities such as Statewide and/or NWPPA for training delivery.
    • Manage and track succession management and leadership development programs.
    • Track employee qualifications, certifications, development plans, or additional documentation.
    • Manage employee engagement and culture activities to include surveys, focus groups, training, and activities to support an empowered, values driven workplace culture.
    • Communicate with internal and external entities to understand and achieve organization goals and standards.
    • Provide high level of service to employees; exchange information and ideas for improvements in human relations and in the organization; coordinate service activities, plans, and requirements.
    • Participate in leadership-level meetings and activities to develop and implement strategies and plans; monitor progress; confer on issues; exchange ideas and share formulation of strategies.
    • Communicate information across departments and serve as a member of task forces on special studies or projects.
    • Performs related duties as assigned.

    • Vice President, Human Resources: Reports to, receives direction and guidance from.
    • Executive Managers: Exchanges and provides information as required.
    • Supervisors and Managers: Instructs, informs, provides compliance assistance to and exchanges information as required.
    • All employees: Instructs, informs, provides compliance assistance to and exchanges information as required.

    External

    • Bargaining Unit Representatives
    • National Rural Electric Cooperative Association: Requests and provides information/assistance as necessary.
    • Other Utilities: Exchanges information with and provides technical assistance to.
    • State and Federal Agencies: Exchanges information and develops relationships relative to assigned duties.

    • Excellent computer skills and thorough understanding of word processing, spreadsheet and database software.


    Supervisory Responsibility

    This position does not have any supervisory responsibility.

    Work Environment

    Work is performed in a standard office environment. Some travel to remote sites may be required. This position requires some time outside of typical working hours and travel to meetings outside the State.

    Minimum Qualifications and Experience

    Education

    Bachelor’s degree in Human Resources or related field (business administration, economics, industrial relations) required. SHRM-CP or SHRM-SCP Certification, or willingness and ability to obtain within two (2) years, preferred. Organizational Development certificate also preferred.

    Experience

    Five (5) years of experience in Organizational Development required. Experience must include designing and managing and implementing leadership training, succession planning, organizational development, DEI/ESG, and talent development programs for a similarity complex organization. Experience working in a union environment preferred.

    Substitution

    Additional experience in Organizational Development may substitute for the education requirement. Two years of experience is equivalent to one year of formal education.
