Position Summary
The Director of Payroll Operations is primarily responsible for oversight and execution of all People systems, tools, data & analytics insights, payroll, benefit programs, and organizational government reporting requirements related to employees. The Director of Payroll Operations will serve as the primary contact to government agencies (DOL, OFCCP, EEOC) regarding these programs.
The Director of Payroll Operations aligns and supports strategy and the governance framework that includes safe workplace employee protocols, employee learning, pay, leave, wellbeing, data/analytics, and benefits. The position optimizes reporting and workforce analytics, operational services (knowledge base, ticketing, etc.), payroll and benefits. Act as a critical member of the People leadership team in the development and execution of short-term and long-range plans, corporate goals, strategic planning and growth objectives. This role is responsible for having a thorough understanding of building and maintaining People data and analytics dashboards that can provide insights for Metrea executive leadership & the People leadership team.
Role and Responsibilities
Oversee and manage the implementation, development, and maintenance of all aspects of the ADP WFN, WFM and Celergo systems, serving as the product owner and technical SME.
Drive the optimization of ADP for design, configuration, and day to day processes while ensuring adherence to operational best practices and the enhancement of the colleague experience.
Create and maintain a HRIS governance framework, setting policies and practices that support compliance, data integrity, security role configurations, security groups, and quality and efficiency metrics.

Responsible for leading payroll regional transformation projects, including payroll migrations and transition activities
Partner with People Business Partner team to ensure payroll processes are seamless and efficient throughout the employee lifecycle
Oversee payroll accounting processes to ensure timely completion of all activities
Coordinate daily benefit processing, including but not limited to, enrolments, COBRA, terminations, beneficiaries, disability, accident and death claims, rollovers, distributions, loans, hardships and compliance testing.
Design and distribute materials for benefits orientations, open enrolment and summary plan descriptions.
Analyze current benefits, evaluating the use, services, coverage, effectiveness, cost, plan experience and competitive trends in benefits programs, and identify the company's stance.
Skills, Experience and Accreditation
Education: Bachelor’s Degree or equivalent
Minimum of 10 years’ experience in payroll administration and leadership
10 years of first-hand experience with ADP (or similar), encompassing configuration of core HCM applications, implementation, and technical requirements
Strong payroll accounting experience
Extensive knowledge of payroll taxes and related regulatory compliance
Implement new benefit programs. Examine possible plan design and benefit cost changes.
Experience in leading HRIS transformation and integration projects
Advanced Microsoft Excel skills, including experience with formulas and v-lookups
Proficient in Microsoft Office Suite Products

Position Type and Expected Hours of Work
This is a full-time position with typical working hours of Monday through Friday, 8:00 a.m. to 5:00 p.m. Hours and work shifts may change in accordance with department and business needs. Exempt Employees must have the ability to be on-call and available, as business needs require. Non-Exempt employees may be required to work over 40 hours per week with approval from the department manager.
