Provides input to strategic decisions that affect the functional area of responsibility. May give input into developing the budget.     Job Summary:
    Under general direction, this position works in the area of the University Police Department as a certified Class 1 Constable. Serves as a leader within the Police Department and managing the general police services for an entire squad, both A and B shifts. Position is responsible for planning, organizing, directing and supervising the daily administrative and operational activities of a squad and supervising the enforcement of federal, state and local laws, along with University rules and regulations to maintain order and ensure a safe and orderly environment for students, faculty, staff and visitors.

    The scope of the position is to maintain order, protect life, safety and property; enforce University regulations, and state and federal laws; and provides general public safety assistance to students, faculty, staff and visitors at Furman University as a state certified Class 1 Constable.

    Job Duties:
    • Ensure efficient and effective routine daily operation of assigned squad. Assist subordinates in performance of duties; review cases with subordinates as appropriate, and provide guidance and direction.
    • Ensure compliance with the Campus Safety (Jeanne Clery) Act and Title IX.
    • Interact routinely with and provide assistance to members of the University community, visitors and allied first responders, i.e.: fire, medical and other police personnel; assist allied criminal justice agencies in the service of criminal and civil subpoenas and other court orders.
    • Deter and prevent crime by patrolling buildings, facilities, properties and other areas in the immediate vicinity of Furman University; observe, report and/or remedy unsafe or problem situations and assist in identifying health and safety hazards.
    • Respond promptly to calls for service, including: alarms, requests for medical assistance, critical incidents, traffic collisions, reports of criminal activity and other emergencies/non-emergencies; complaints; and criminal activity; conduct searches of persons, places and things possibly seizing and impounding property and evidence where appropriate.; arrest, detain, or subdue resisting offenders using justified and reasonable force where appropriate; mediate disputes; conduct investigations as appropriate; and communicate vital information including emergency messages as required.
    • Protect crime scenes; conduct face to face and phone interviews; observe, gather records, process and preserve evidence; present testimony and evidence in court.
    • Prepare detailed written reports and review and approve written reports from squad.
    • Plan and organize campus safety and security procedures; provide public awareness and community education presentations.
    • Perform special services to include: providing personal welfare and money escorts, and unlocking rooms or buildings, etc.; direct traffic and/or parking activities; enforce motor vehicle operation and traffic regulations; assist motorists to resolve vehicle problems; perform crowd control and civil emergency response duties.
    • Participate in the preparation of the department budget and manage allocation of resources.
    • Develop department long-range goals, objectives and strategic plans.
    • Complete performance review process with supervisor and employees to understand job performance expectations and fit into the department and university goals.
    • Perform other duties as assigned.     Relationships:

    Work contacts include administrators, faculty, students, staff, the public and personnel from a variety of local, state and federal criminal justice agencies, and other allied public safety personnel, i.e.: fire, medical, etc.

    Responsibility for Final Decisions:

    Provides supervision over both sworn and non-sworn personnel; manages, plans, directs and schedules the work of police department personnel; assures compliance with Furman University Police Department mission, goals, policies, regulations, directives and general orders; conducts short and long-term planning, organization and staffing; provides training, counsels subordinates on employee performance matters and recommends corrective action as appropriate. May also serve as the acting assistant chief in the absence of the University Assistant Chief.

    Reports To: Assistant Chief of Police

    Receives general direction regarding routine and standard matters and specific instructions regarding non-routine and sensitive matters. A cooperative reporting relationship with the University President, campus administrators, or designee is required.

    Minimum Qualifications:
    • Associates Degree, in a related field and five or more years of progressively responsible supervisory/leadership experience; or any relevant combination of education, training and experience that provides the required knowledge, skills and abilities. An example of this would be a South Carolina peace officer certificate or experience as a peace officer for a law enforcement agency in another state or with the federal government and whose training conforms to the basic course of this state.
    • Valid and unrestricted State of South Carolina Driver's License.
    • Active South Carolina Police Academy certification (or equivalent out-of-state certification) and active SC Class 1 Constable commission, or ability to obtain prior to employment or within one year of service as a condition of employment.
    • Certified in First Aid, CPR and AED.
    • Ability to operate a computer and related software.
    • Knowledge of basic fire protection and control techniques as well as ability to apply them in emergency situations.
    • Ability to establish and maintain effective working relationships with students, employees and the general public.
    • Knowledge of: organizational leadership principles, current trends in law enforcement, risk, hazard and vulnerability assessment, South Carolina law; law enforcement practices and techniques consistent with training at a POST certified law enforcement training academy; institutional security measures.
    • Employee supervision, development and performance management skills.
    • Be able to learn and interpret University policies and procedures to be enforced; respond appropriately to sensitive and emergency situations; communicate effectively; train and direct the work of Police Officer, Police Sergeants, and non-certified Police Department personnel and other University personnel; establish cooperative working relationships with persons contacted in the course of performing assigned duties.

    Preferred Qualifications:
    • Bachelor's Degree.
    • Experience within a campus police department.
    • Working knowledge of the Jean Clery Act and Title IX.

    Work Conditions:

    Will be subject to rotating shifts, unusual work hours, and "on call" work; standing and walking for extended periods of time; personal danger while enforcing the laws and dealing with emergency situations; and exposure to disease in the administration of first aid Regular exposure to outside weather conditions. Required to lift a 165 lb. body unassisted.
